RE: Safety Building Improvements
The City of Oshkosh and Winnebago County entered into a lease agreement in December, 2011
to allow the County to lease space within the City's Safety Building for their court commissioner
office, court rooms and the Family Counseling Services offices. The three year lease(1/1/2011-
11/30/2014) has the County paying the City$70,443 per year for a total of$21 1,329 by the end of
the lease in 2014. Under the lease agreement the County is responsible for the insurance,
maintenance and proportionate share of utilities for their leased areas.
In 2012 a Safety Building Improvements Fund was set up to reserve these lease revenue monies
for Safety Building purposes. Although this fund has been created,no funds were budgeted to be
expended in 2013. However, our Facilities Maintenance and Police Department staff has
identified pressing needs for modifications and updates to the Police Department's areas within
the Safety Building. These modifications include full replacement of the worn carpet with vinyl
tile throughout the corridors, hallways and offices,remodeling of the former 911 dispatch center
to accommodate a larger, more effective shift commander's office with updated technology and
renovation of several first floor offices to enhance operational efficiency. The estimated cost for
these modifications will be $I45,000 and are included in the current draft of the 2014-2018
Capital Improvement Plan(CIP).
Facilities Maintenance staff believes that it will be more efficient to begin the demolition phase of
this project immediately,and as so I have directed staff to use up to$10,000 of these funds to get
a head start on these projects, in advance of the Council's approval of the 2014 CIP Budget.
Although this expenditure is unbudgeted in 2013,there are adequate funds in the Safety Building
Improvement Fund. Because this is an unbudgeted purchase, I am notifying Council of this
purchase.
