PURPOSE: APPROVAL OF PARKING REGULATION CHANGES ON CEAPE
AVENUE, COURT STREET, HAZEL STREET, 7TH AVENUE AND
22ND AVENUE
INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-
11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING
REGULATIONS ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
CEAPE AVENUE
Remove Therefrom: No parking, south side, from Broad Street to 60 feet
east between 6:00 a.m. and 6:00 p.m., Monday
through Saturday.
Remove Therefrom: 2-hour parking, north side, from State Street to 177
feet west of Court Street.
Remove Therefrom: 2-hour parking, south side, from the north-south alley
adjacent to the Oshkosh Convention Center to 60 feet
west of Court Street.
Remove Therefrom: 2-hour parking, south side, from Court Street to Broad
Street between 8:00 a.m. and 6:00 p.m.
Remove Therefrom: 2-hour parking, north side, from Court Street to 82
feet west of Broad Street between 8:00 a.m. and 6:00
p.m.
Add Thereto: No parking, north side, from 177 feet west of Court
Street to Court Street.

MISCELLANEOUS
Add Thereto: No parking, both sides, the east/west alley between
Mill Street and Broad Street, north of Ceape Avenue

SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #13-463 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING
TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on
October 8, 2013. The ordinance changes parking regulations on Ceape Avenue, Court
Street, Hazel Street, 7th Avenue and 22nd Avenue.

Street, 7th Avenue and 22nd Avenue
SECTION 1: SECTION 27-23(A-11) — PARKING REGULATIONS
A REQUEST FOR UNRESTRICTED PARKING ON THE SOUTH SIDE OF CEAPE
AVENUE FROM BROAD STREET TO 60 FEET EAST. (CURRENT CONDITION: NO
PARKING BETWEEN 6:00 A.M. AND 6:00 P.M., MONDAY THROUGH SATURDAY.)
This is a Transportation Department request.
This no parking area was created in 2000 to accommodate a bus stop on the east side of the
railroad tracks. The bus service was reconfigured earlier this year so that no route currently runs
on this section of eastbound Ceape Avenue. Therefore,the parking restriction is no longer
necessary. Removing the restriction would make parking regulations on this section of Ceape
Avenue consistent with its neighboring section to the east.

A REQUEST FOR UNRESTRICTED PARKING ON BOTH SIDES OF CEAPE
AVENUE FROM STATE STREET TO BROAD STREET. (CURRENT CONDITION: 2-
HOUR PARKING.)
This is a Transportation Department request.
This was tabled from the July meeting. Initially, staff had recommended changing the hours of
enforcement for the existing 2-hour parking time limits to provide for consistency in the area.
After discussing this further with Oshkosh Police Department staff, however, there is generally
limited demand for parking in this area(apart from events at the Leach Amphitheater), so there
appears to be no need for a time restriction at all.

A REQUEST FOR PARKING WITHOUT TIME RESTRICTIONS ON BOTH SIDES OF
COURT STREET FROM OTTER AVENUE TO WASHINGTON AVENUE. (CURRENT
CONDITION: MIXTURE OF TWO-HOUR AND FOUR-HOUR PARKING.)
This is a Transportation Department request.
In reviewing the previous request with the Oshkosh Police Department, it was agreed that there is
also limited demand for parking on this section of Court Street. The current restrictions on how
long vehicles can park are more appropriate when there is a higher demand for parking spaces
than is currently observed along this street. Without this demand, it makes more sense to allow
longer-term parking here.
This request would not allow parking in areas where parking is currently prohibited. It would
merely nullify the existing 2-hour and 4-hour restrictions in this area.
This collector street is 50' wide, which is adequate to safely support parallel and angle parking.
In the interest of allowing parking enforcement resources to be directed to the areas where they
are more necessary, staff recommends approval of this request.

A REQUEST FOR NO PARKING ON THE WEST SIDE OF HAZEL STREET FROM
130 FEET SOUTH OF CLEVELAND AVENUE TO 250 FEET SOUTH OF CLEVELAND
AVENUE. (CURRENT CONDITION: UNRESTRICTED PARKING.)
This is a GO Transit request.
This was tabled at the July 2013 meeting in favor of considering a broader request at the August
2013 meeting.
GO Transit has a stop located near the Hazel Street entrance to Bella Vista. There have recently
been instances where vehicles have been legally parking here in a manner which obstructs transit
access.
The proposed no parking zone covers the bus stop and extends through the northern portion of
the horseshoe driveway. This will provide safer access for pedestrians boarding or alighting the
bus, as well as improved safety at the driveway entrance.
This request would reduce on-street parking on the west side of the street, but it would
approximately offset the on-street parking spaces which were gained on the east side of this
block of Hazel Street when an old parking prohibition was removed earlier this year. There
should therefore be limited impact on on-street parking supply in this area.

A REQUEST FOR NO PARKING ON BOTH SIDES OF 7TH AVENUE FROM
KOELLER STREET TO LILAC STREET. (CURRENT CONDITION: UNRESTRICTED
PARKING.)
This is a Department of Transportation request.
The Common Council approved some changes to 7th Avenue in connection with the new CVS
pharmacy at the intersection of Koeller Street and 9th Avenue. One changed relocated the
intersection of Koeller Street and 7th Avenue to the northwest, creating a full access intersection;
the other change closed 7th Avenue just west of Lilac Street,prohibiting through traffic between
Koeller Street and Lilac Street.
The combined effect of these changes creates some challenges for trucks which may need to
access commercial use properties on either side of this short section of 7th Avenue. Based on
truck turning templates submitted by the CVS developer, trucks will not be able to complete their
turns if vehicles are parked on-street in this area. The request would remove this on-street
parking.
Though it accesses commercial properties, 7th Avenue is classified as a local street. The
guidelines shown in Table 1 relate the type of parking restriction that is typically used for local
streets, according to its width. The current street width is 32 feet.
Staff observations indicate infrequent on-street parking in this area, primarily due to the
availability of off-street parking at these commercial destinations. Therefore,this request should
not have a major impact on adjacent properties.

A REQUEST FOR NO PARKING ON THE SOUTH SIDE OF 22ND AVENUE FROM
105 FEET EAST OF OREGON STREET TO 145 FEET EAST OF OREGON STREET.
(CURRENT CONDITION: 2-HOUR PARKING.)
This is a Board member request.
This section of 22nd Avenue is at the southern terminus of a north-south alley which runs from
22"d Avenue to north of 21st Avenue. The request was made based on vehicles which use this
alley to turn onto 22"d Avenue and reportedly have difficulty with making turns when vehicles
are parked in this area. In addition,the requestor suggested that the presence of parked vehicles at
this T intersection can make snow removal more difficult.
Table 1 lists our guidelines for parking regulations on local streets. Based on these guidelines,
22"d Avenue could be a candidate for a parking restriction, as it has a 30 foot paved width. The
particular request is narrowly defined, and would reduce on-street parking capacity by only two
spaces.

Often times, parking ordinances that restrict the duration of on-street parking can have the same
effect in reducing on-street parking usage as an outright prohibition. To that end, it should be
noted that the existing area does have a 2-hour parking restriction. According to our records, the
2-hour parking restriction on 22nd Avenue has been in place for at least 20 years. The reasons for
its implementation are unclear, but it may have been implemented to discourage spillover
parking from Oshkosh Corporation employees onto neighboring streets.
The impact on on-street parking supply on this local, residential street is minimal. Therefore, if
there are no major objections from adjacent property owners, staff would support this request.

A REQUEST FOR NO PARKING ON BOTH SIDES OF THE EAST/WEST ALLEY
BETWEEN MILL STREET AND BROAD STREET,NORTH OF CEAPE AVENUE AND
SOUTH OF OTTER AVENUE. (CURRENT CONDITION: UNRESTRICTED
PARKING.)
This is a citizen request.
The citizen expressed concern that the alley is narrow(14' paved width), such that vehicle
parking limits the ability of residents to use the alley.
As noted in Table 1, restricting parking on both sides of a street with this width is typical. This
has been done on the parallel alley that is north of Otter Avenue and south of Waugoo Avenue,
and this seems appropriate here.
