($287,000.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for HVAC equipment installation at the Oshkosh Public Museum; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: B & P MECHANICAL, INC. 3200 W. Highview Drive Appleton, WI 54914 Total Bid: $287,000.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. No. 323-1070-7214-06315 Property Improvement Fund – Roofing/HVAC Improvements CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh,Wisconsin 54903-1130 City of Oshkosh OfHKOIH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: October 1, 2013 RE: Award HVAC Modifications for Oshkosh Public Museum BACKGROUND Our 2013 HVAC Replacement program identified various HVAC components within the Oshkosh Public Museum that needed to be replaced due to excessive service life (25-33 years old) and ongoing extensive breakdowns and repairs. In consultation with our mechanical engineer consultant from Summit Designs it was recommended the HVAC equipment and installation for this project be awarded separately (equipment ordered first) so as to expedite the equipment delivery timeframe (4-6 weeks) and minimize the disruption to the Museum operations. A bid for the equipment only for this project was awarded by the Common Council at their September 24, 2013 meeting. A subsequent bid for the installation of this equipment was then solicited to HVAC contractors. Bid requests were advertised on our online NovusVendor system and in the local paper. Bids were received on September 27, 2013. The bid tab is attached. ANALYSIS Bids were analyzed and reviewed by Summit Designs and Purchasing. The review concluded the low base bid from B & P Mechanical Inc. of$262,000 met the minimum bid specifications. In addition, our review recommends B & P's alternate bid of$25,000 for the installation of a full electronic direct digital control (DDC) system be included as it will provide additional temperature/thermostat control and replace all aging pneumatic control valves with digital valves that will lead to more accurate heating/cooling of artifact areas and provide more reliable scheduling. Upon implementation these HVAC modifications will result in several energy efficiency and utility saving improvements to the Museum's HVAC system components including: replacement/rebuilding of the zone hot water control valves (projected to improve hot water energy efficiency by at least 10%); replacement of the boiler (projected to improve energy efficiency by at least 15%); installation of variable frequency drive (VFD) fans (projected to increase motor life due to soft starts) and rebuilding of aging pumps (projected to save pumping energy usage by at least 10%). Combined, these HVAC modifications are projected to provide an estimated 10-15 % utility savings over that of the current system. In addition this project is anticipated to qualify for an estimated $10,000-$15,000 in Focus on Energy/Wisconsin Public Service energy efficiency rebates. FISCAL IMPACT The fiscal impact of this installation bid is $287,000. The installation bid combined with the previously awarded equipment bid ($70,107) and engineering fees ($15,000) will bring the total estimated cost for this project to $372,107. This project will be funded from the 2013 Roofing/HVAC Improvements Project listed in the CIP Public Property Improvements and charged to A/N#: 323-1070-7214-06315. With this award and factoring in all the 2013 HVAC/Roofing Projects to date this fund will have a remaining balance of approximately $55,000. RECOMMENDATION Purchasing recommends the Common Council award this bid to B & P Mechanical Inc. for$287,000.
