PURPOSE: AWARD BID FOR ROOF REPLACEMENT FOR POLICE
DEPARTMENT STORAGE BUILDING B TO NORTHERN METAL &
ROOFING COMPANY, INC. ($31,350.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for roof
replacement for Police Department Storage Building B on West 3 Avenue; and

WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Total Bid: $31,350.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Roof Replacement for Police Department Storage Building B
BACKGROUND
Our Roof Replacement Program has identified that the Police Department Storage Building B on
West 3rd Avenue is next in line for roof replacement. The roof consists of approximately 2,300
square feet and has various roof and structural deficiencies that must be addressed including
masonry chimney joint deterioration, damaged/deteriorated cinder block wall/cap and
disintegrated soffits, soffit supports, fascia, gutters and masonry joints. Working with our roofing
engineer consultant from Specialty Engineering Group(SEG), Purchasing prepared specifications
seeking contractors for this project. The scope of work will include removing the existing roof,
replacing any deteriorated wood deck, replacing rafter ends, covering walls and chimney with
plywood and then roof membrane. New perimeter metal, gutters and chimney cap will be
installed, in addition to sealing of any masonry cracks.
ANALYSIS
Bid requests were advertised on our online NovusVendor system and in the local paper. Bids
were received on September 24, 2013. The bid tab is attached. Bids were analyzed and
reviewed by SEG and Purchasing. This review concluded the low bid from Northern Metal &
Roofing Company, Inc., of $31,350 covered all aspects of the project in their bid and met the
minimum bid specifications.
FISCAL IMPACT
The fiscal impact of this bid award is $31,350. This project will be funded from the $500,000
allocated in the 2013 Roofing/HVAC Improvements Project listed in the CIP Public Property
Improvements and charged to A/N#: 323-0130-7214-06315. With this award and factoring in
all the 2013 HVAC/Roofing Projects to date this fund will have a remaining balance of
approximately $55,000.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Northern Metal & Roofing
Company, Inc. for$31,350.
