BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MINUTES
SEPTEMBER 19, 2013
PRESENT: Adam Bellcorelli, Kyle Clark, Melanie Hunt, Michael Lizotte, James Michelson and Ben Rennert
ABSENT: Brian Kienert
STAFF: Christopher Strong, Transportation Director CALL TO ORDER
Vice-Chairman Michelson called the meeting to order at 4:02 p.m.
APPROVAL OF MINUTES Mr. Bellcorelli moved the accept the minutes of the August 15, 2013 meeting. Mr. Clark seconded the
motion. Motion carried (4-0) UNFINISHED BUSINESS
1. DISCUSSION OF BICYCLE FACILITIES FOR BOWEN STREET.
Mr. Strong noted the Traffic Review Advisory Board was not supportive of this concept. They suggested looking at Hazel Street in more detail and they thought Menominee Park’s trails could play a role in this.
Mr. Strong has started working on a detailed analysis of Hazel Street and will present this to the
committee next month.
Mr. Rennert thought it may be beneficial to having the bike lane down a better known street like Bowen
Street or Hazel Street.
Mr. Clark agreed that name recognition would be better. He felt it is better to keep bike traffic off residential streets. He said Hazel Street has clear sight lines and Bowen Street, north of Murdock Avenue, has four lanes with clear lines of sight.
Mr. Michelson felt bicyclists need to be careful on side streets because of yield signs and unmarked
intersections.
Mr. Bellcorelli asked if we had a map showing priority streets in the city.
Mr. Clark felt if we stayed with collector, arterials and non-local streets for designated bicycle facilities, we should have good signage.

Mr. Bellcorelli felt street recognition will be good for bicyclists.
Mr. Michelson asked how close to the river we need to be. Mr. Strong replied that it is up to the committee’s discretion.
NEW BUSINESS 2. A REQUEST TO MOVE COMMITTEE MEETING BACK TO CITY HALL.
Mr. Clark moved to accept the request. Mr. Rennert seconded the motion. Motion carried (4-0). 3. CYCLING MAP.
Mr. Rennert explained to the committee the cycling map he created and asked for suggestions and comments.
Mr. Michelson said the map provides good information to cyclists.
Mr. Bellcorelli asked if this map was up on a website. Mr. Rennert said eventually it will be on his
store’s website.
Mr. Lizotte arrived at 4:25 p.m.
4. HISTORY OF WIOUWASH TRAIL
Mr. Bellcorelli said he prepared this report as part of an intergovernmental management program class he is taking. He provided a summary of his report, highlighting interesting facts about the history of the
trail. He suggested the map of the Wiouwash Trail be incorporated on the City’s website. Ms. Hunt arrived at 4:40 p.m.
Mr. Lizotte asked who the City of Oshkosh works with for tourism-related things. Mr. Clark said the Convention and Visitors Bureau does most of it.
Mr. Strong asked Mr. Bellcorelli if he had looked at the state tourism website about this. Mr. Bellcorelli
said he had. He noted while they had articles about the trail, they had no maps.
STAFF STATEMENTS
5. TRANSPORTATION ALTERNATIVES PROGRAM (TAP) UPDATE Mr. Strong noted that WisDOT has not scheduled workshops at this time.
6. DATA COLLECTION UPDATE FOR EVALUATION OF POTENTIAL FORMALIZED BICYCLE ROUTES. Mr. Strong said his staff is conducting traffic counts at this time.
