HomeMy WebLinkAboutMinutes MINUTES Urban Wildlife Advisory Committee Meeting April 22, 2013 CALL TO ORDER AND ROLLCALL The meeting was called to order at 4:50 P.M. Present: Michael Beeth, LorRae Crubaugh, Michael Nigl, Steve Voss Absent: Harris Ahmed, Doris Dehn, Loren Dieck, Steve Cummings Staff: Chad Dallman, Parks Operations Manager; Trish Marks, Recording Secretary APPROVAL OF MINUTES Due to lack of a quorum, approval of the February 25, 2013 minutes will be laid over until the next regularly scheduled meeting. CITIZEN’S STATEMENTS (Items on Agenda) There were no citizen statements. BUSINESS 1)Review monthly car accident reports from Police Department There was no discussion on this item. 2)Discussion on plan to propose to City leaders relative to deer contraception pilot program Mr. Dallman stated that the Minutes from the February 25, 2013 meeting were sent to Stephanie Boyles Griffin of  the Humane Society of the United States, but to date she has not responded with her comments. Mr. Beeth stated there is no “plan” in place and one needs to be discussed along with the DNR as part of the first  initial steps Mr. Dallman stated there are a lot of steps to take into consideration; he will look at costs for this program first to  determine if there are available funds to move forward. Realistically the pilot area is the Vulcan Quarry and there is a need to open communication with the new owners. Mr. Beeth inquired as to what does the State DNR agency want? Can we prevent deer from having fawns? We  need to decide what we really want to do about this contract or are these land-locked deer? Mr. Dallman stated is this the habitat they (deer) want to live in? Or is this the area that they are born in and only  know? What is it you (citizens) really want to know about this urban herd? Mr. Nigl stated he did not thing that the Wis DNR would have a problem with administrating a contraception with  this herd or shooting them. He’s concerned with the consumption of the meat if the deer are shot with contraceptions. He thinks the best time to inoculate them would be after the hunting season. 3)Update on the new Vulcan Quarry owners Mr. Nigl inquired as to the new owners of the Vulcan Quarry.  Mr. Dallman stated there are official new owners but he was not sure as to their names. He would need to check  URBAN WILDLIFE ADVISORY BOARD COMMITTEE MINUTES PAGE TWO APRIL 22, 2013 with the City Attorney’s office to see what documents were transferred over and what information, if any, was shared. 4)Deer Management Update With respect to the recent culling, Mr. Nigl inquired as how many deer were taken. Mr. Dallman stated 11 or 12  were culled. Discussion ensued relative to the cost of a new aerial survey as this will be necessary in order to look at alternative  methods of lowering the number of deer. Mr. Beeth suggested doing a survey for the people in the target areas as to the management status they would like  to see. A question to pose would be is the deer population getting better or worse. Mr. Dallman suggested an on- line survey through the City’s website. Mr. Beeth suggested a focus group as well. Ms. Crubaugh stated she felt that only the people that are unhappy with the culling or the amount of deer in the area would respond. Mr. Nigl stated then the Committee should have the answers available for any questions that might arise. Some questions that need to be answered quickly are 1) ID of the new owners of the Vulcan Quarry; 2) If the new owners would work with the City on contraception; 3) Would the Wis DNR be willing to work with us with contraception; 4) What is the plan itself? 5)Discussion/approval of Committee meeting dates Due to lack of a quorum, this item will be laid over until the next regularly scheduled Committee meeting. 6)Topics for next meeting a.Updated car and deer accident reports. b.Possible discussion on guidelines from the Wis DNR for deer contraception (possibly invite Bryan Woodbury and new Vulcan Quarry owners to the next meeting). c.Update on the new Vulcan Quarry owners d.Deer Management Update e.Discussion on Committee meeting dates CITIZENS STATEMENTS (Items not on agenda) There were no citizen statements. OTHER BUSINES & ADJOURNMENT There being no other business, Motion by Nigl for adjournment; seconded by Beeth. Motion carried 4-0. The meeting adjourned at 6:00 P.M.
