PURPOSE: APPROVAL OF CHANGES IN SHORT-TERM PARKING IN
ALGOMA AND GRAND PARKING LOTS
INITIATED BY: PARKING UTILITY COMMISSION
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-
11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING
REGULATIONS ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
ALGOMA BOULEVARD PARKING LOT
Remove Therefrom: 90-minute parking, easterly row of the eastern aisle between
the hours of 9:00 a.m. and 6:00 p.m. daily, except on
Sundays and New Year’s Day, Memorial Day, Fourth of July,
Labor Day, Thanksgiving Day and Christmas Day.
Remove Therefrom: 90-minute parking, westerly row of the eastern aisle between
the hours of 9:00 a.m. and 6:00 p.m. daily, except on
Sundays and New Year’s Day, Memorial Day, Fourth of July,
Labor Day, Thanksgiving Day and Christmas Day; and no
parking in the two most southerly stalls between 6:00 a.m.
and 12:00 p.m. on designated trash days.
Remove Therefrom: 90-minute parking, easterly row of the middle aisle between
the hours of 9:00 a.m. and 6:00 p.m. daily, except on
Sundays and New Year’s Day, Memorial Day, Fourth of July,
Labor Day, Thanksgiving Day and Christmas Day.
Add Thereto: 2-hour parking, all stalls except the westerly row of the
second aisle and those stalls facing Brown Street, between
the hours of 9:00 a.m. and 6:00 p.m. daily, except on
Sundays and holidays.

GRAND OPERA HOUSE PARKING LOT
Remove Therefrom:90-minute parking, between the hours of 9:00 a.m. to 6:00
p.m. daily, except on Sundays and New Year's Day,
Memorial Day, Fourth of July, Labor Day, Thanksgiving Day,
and Christmas Day.
Add Thereto: 2-hour parking, between the hours of 9:00 a.m. to 6:00 p.m.
daily, except on Sundays and holidays.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #13-XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING
TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS), on
October 8, 2013. The ordinance changes the duration of free parking in the Algoma
and Grand lots to 2 hours.

RE: EXPLANATION OF CHANGES IN SHORT-TERM PARKING IN
ALGOMA AND GRAND PARKING LOTS
Section 1: Section 27A-11 Parking Regulations on Designated Streets and Alleys
REQUEST TO CONVERT ALL FREE PARKING IN THE ALGOMA AND GRAND
LOTS FROM 90 MINUTE PARKING TO 2-HOUR PARKING
This is a commission request.
At recent meetings, commissioners have indicated support for converting free short-term spaces
in off-street lots from 90 minutes to 2 hours. This request lines up with that trend, and would
make the Algoma and Grand lots consistent with many other higher utilization parking lots
downtown.
Table 1 lists the utilization of short-term parking spaces in downtown lots. By the commonly
accepted definition of parking capacity as 85 percent utilization, neither of these lots is at or near
capacity for its short-term spaces.
