HomeMy WebLinkAbout08. 13-434 SEPTEMBER 24, 2013 13-434 RESOLUTION (CARRIED__6-0_____ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AWARD BID FOR PARKING STRUCTURE REPAIRS FOR CITY CENTER PARKING RAMP TO NORCON CORPORATION ($66,005.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for parking structure repairs for the City Center Parking Ramp; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: NORCON CORPORATION 5600 Municipal Street Schofield, WI 54476 Total Bid: $66,005.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Money for this purpose is hereby appropriated from: Acct. No. 506-1040-6426-00000 Parking Ramp Fund – Maintenance of Structure 503-1040-7216-06314 Convention Center – Land Improvements CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh,Wisconsin City of Oshkosh 54903-1130 Y OIHKOIH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: September 18, 2013 RE: Bid Award- City Center Parking Structure Repairs BACKGROUND The City maintains the City Center Parking Ramp Structure which is attached to the Best Western Premier Waterfront Hotel. In 2011 the City engaged engineering firm Carl Walker Inc. to provide a 10 year Repair and Protection Analysis of the City Center Parking Structure. This analysis identified various component replacements, structural repairs, grouting, sealer installation and other maintenance issues. In the 2011 CIP the Council allocated approximately $94,500 to begin to address the ramp repairs and the first phase of repairs was completed in October, 2011. In 2013 the Common Council allocated $78,900 in the 2013 CIP and $32,000 in the Convention Center Operating Budget for a total of $110,900 to address the remaining identified short term ramp repairs. Given their familiarity with the structure, Carl Walker Inc. was again engaged to assess the performance of the 2011 repairs, update the 10 year repair and protection analysis and prepare bid specifications for the remaining repairs which included slab repairs, piping replacement and new grout and expansion joint installation. ANALYSIS Working in conjunction with Transportation and Purchasing staff, Carl Walker Inc. prepared bid specifications seeking contractors for this project. Bids were advertised in the local paper and posted online on NovusVendor. Bids were received on September 12, 2013. The bid tab is attached. Carl Walker Inc. reviewed the bids and believes the low bidder (NORCON Corporation) has the appropriate contractor qualifications and construction experience to perform this work. In addition, Carl Walker Inc. believes NORCON Corporation's alternate bids for the window sealant replacement and the spandrel panel grout pocket repair are competitive and should also be considered at this time. City staff concurs with Carl Walker Inc.'s recommendations for the base bid and tot alternate bids and confirmed NORCON Corporation's bid met all other minimum bid specifications. FISCAL IMPACT The net fiscal impact of NORCON Corporation's base bid ($58,955) and both alternates ($7,050) comes to $66,005. Of the $110,900 allocated towards this project ($78,900 in the CIP and $32,000 in the Convention Center Operating Budget) the Council authorized $24,319 to Oshkosh Inventors LLC for reimbursements of various parking structure repairs during their hotel renovation project this past February. This amount, coupled with Carl Walker Inc's A/E fees of$14,700 leaves approximately $71,800 available for the remaining repairs. Funding for this award would be charged to the Parking Ramp Fund A/N#: 506-1040-6426-00000 and the balance to the Convention Center Operating Budget Capital A/N#: 503-1040-7216-06314. RECOMMENDATION Purchasing recommends the Common Council award this bid to NORCON Corporation's base bid and both alternates for a total of$66,005.
