DISCUSSION OF BICYCLE FACILITIES FOR BOWEN STREET At last month’s meeting, the committee asked the Traffic Review Advisory Board to consider the concept of putting bicycle lanes on Bowen Street, as outlined in the 2011 Pedestrian and Bicycle Circulation Plan. In reviewing the number of properties that would potentially be impacted by the required parking prohibitions, especially at the southern end of the street, the board was not supportive of this. The board expressed openness to examining Hazel Street as an alternative, though they thought that Menominee Park’s trails could potentially play a role in providing a north-south route in the eastern part of the city. NEW BUSINESS 2. A REQUEST TO MOVE COMMITTEE MEETINGS BACK TO CITY HALL The construction of the City Hall parking lot has progressed such that many boards and committees are returning their meetings to City Hall. Staff recommends returning the board’s meetings to City Hall starting in October. This would be two months earlier than the committee initially approved in February. 3. CYCLING MAP One of the goals of the committee has been to prepare maps showing designated cycling facilities and/or trails in the area. As mentioned at last meeting, committee member Ben Rennert has prepared a draft map, which is provided with the staff memo. 4. HISTORY OF WIOUWASH TRAIL Committee member Adam Bellcorelli prepared a history of the Wiouwash Trail, which is included with this memo. STAFF STATEMENTS 5. TRANSPORTATION ALTERNATIVES PROGRAM (TAP) UPDATE As noted at last meeting, the Transportation Alternatives Program (TAP) presents an attractive potential funding source for pedestrian and bicycle projects within the city. As this is a new funding program, Wisconsin Department of Transportation plans to have workshops throughout the state to help potential grant applicants understand program requirements. As of this writing, no workshops have been scheduled. 6. DATA COLLECTION UPDATE FOR EVALUATION OF POTENTIAL FORMALIZED BICYCLE ROUTES In last month’s discussion of the status of various formalized bicycle routes, committee members were interested in traffic volume data collection to assess the viability of bicycle lanes on various streets. These data collection requests have been added to the list of traffic count requests and will be completed as earlier requests are completed.
