for
AGREEMENT FOR ENGINEERING SERVICES BETWEEN
THE CITY OF OSHKOSH, WISCONSIN
AND KAEMPFER & ASSOCIATES, INC. for
WASTEWATER TREATMENT PLANT IMPROVEMENTS
dated MARCH 14, 1988

Project Title: WPDES Permit Assistance
DESCRIPTION OF PROJECT:
The project includes providing advice and consultation on reissuance of the
City's WPDES permit. Advice and consultation will be provided during the
reissuance period so that the most appropriate effluent limits and monitoring
requirements are specified in the reissued Oshkosh WWTP WPDES permit. The
work will include a review of the existing permit, WWTP operating and
performance data, toxic substance data, and other relevant data. An analysis
will be performed using the WWTP data and new regulations issued by the WDNR
to establish probable effluent limits and monitoring requirements which will
be summarized in a report and used to check requirements developed by the
WDNR. The work will include a review of subsequent permit drafts, monitoring
of WDNR progress to identify items of concern, preparation of a formal
response to the WDNR after public notice is given, and provide advice on
possible options the City can pursue to comply with permit requirements.
SCOPE OF WORK:
The work will be performed under Part B8 Special Engineering Services.
Details of the tasks involved in this part of the work are as described
herein.
Task 8.01 -- Meet with representatives of the City of Oshkosh to
determine project requirements, provide updates of the
project progress, and discuss any relevant issues concerning
the project.
Task 8.02 -- Review the existing and proposed permit, and comments from
the WDNR and the USEPA, and identify areas of concern.
Task 8.03 -- Conduct a study to assess the impact of proposed regulations
for Water Quality Based Effluent Limits (WQBEL) for toxic
substances on future discharge requirements for the Oshkosh
WWTP.

Task 8.04 -- Analyze and document receiving water characteristics and
develop Water Quality Criteria for toxic substances.
Task 8.05 -- Evaluate the results of the toxic substance calculations to
determine the need for WQBEL's in the future WPDES permit.
Summarize results in a report.
Task 8.06 -- Review and evaluate the results of biomonitoring tests if
the tests are required.
Task 8.07 -- Review and evaluate wastewater treatment plant operating and
performance data. Determine the probable types of toxic and
inhibitory substances and their sources.
Task 8.08 -- Meet with representatives of the City of Oshkosh to discuss
the significance of the proposed permit requirements and to
discuss options for the City to pursue.
Task 8.09 -- Assist the City of Oshkosh in developing a response to the
WDNR and USEPA regarding the concerns of the City.
Task 8.10 -- Meet with the WDNR and the USEPA representatives as required
to discuss the City's concerns over proposed permit
requirements. Assist the City with permit negotiations.
Task 8.11 -- Provide consultation and advice on wastewater management
issues as requested by the representatives of the City.
SCHEDULE:
The work will be performed in accordance with a schedule established by the
Owner.
COMPENSATION:
Engineering Services for WPDES Permit Assistance will be performed on a time
and expense basis. The estimated cost for the project is $7,600.

In signing this task authorization the Owner grants the Engineer specific
authorization to proceed with the work described herein as a Special
Engineering Service under the existing agreement for Engineering Services.
