PURPOSE: APPROVAL OF PARTIAL WAIVER OF FEES FOR POLICE
STAFFING COSTS IN EXCESS OF $10,000 FOR SPECIAL
EVENT / HMONG SERVICE CENTER INC. / AUGUST 31, 2013 &
SEPTEMBER 1, 2013

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the request for partial waiver of fees for police staffing costs in excess of
$10,000 for the Hmong Service Center Inc., (Bee Lee) on August 31, 2013 & September 1,
2013 for their Hmong American National Labor Day weekend Festival is hereby approved.

RE: Request for Partial Waiver of fees for Hmong Soccer Tournament
As the Council may recall, Mr. Lee from the Hmong American National Labor Day Weekend
Festival has made a request to the Council to partially waive the fees associated with traffic
control and security associated with the Labor Day weekend soccer tournament held at County
Park. The reason for Mr. Lee's request is that due to a competing soccer tournament elsewhere in
the city, the group felt that their revenues would not be enough to cover all their costs, including
the cost of approximately $20,000 to provide extraordinary police services for this event.
On its surface, there is no justification in the code for me to recommend a waiver of the fees.
Furthermore, I asked Chief Greuel to provide me with information regarding staffing and
attendance at this event from his prior experience at previous soccer tournaments. Chief Greuel
reported that attendance at the weekend tournament nearly matched that of previous years. There
is no way for staff to determine if this translated into similar types of revenues for the event, but
that is not staff's consideration when reviewing waiver requests of this nature. While we
appreciate Mr. Lee's cooperation in making their event run as smoothly as possible from a
special event perspective, there is no demonstrated justification to warrant a partial waiver of
fees at this time. For that reason, staff recommends against the request and recommends that
Council vote against the proposed resolution.
As a courtesy to Mr. Lee, staff will be contacting him to make him aware of the staff s
recommendation. I do not know if this will change Mr. Lee's mind on amending or withdrawing
the request.

Dear, Pam:
I would like to add a very important item to our special event application and propose to the
City Council Members for approval. The item,that is to lower the police cost for our Labor Day
weekend event, August 31-Sept. 1, 2013. Last year, we paid$22,453.35 for the Labor Day
weekend event to the Oshkosh Police Department. Therefore, I would like to ask the City
Council members for consideration and lower the police cost down to$10,000. Or the Hmong
Service Center, Inc., willing to pay$10,000 of police cost for this year event. Any amount
beyond the$10,000 will post great financial risk to our non-profit organization. Due to the fact
that,there is another group of people doing another event of exactly the same activities at Ford
Festival Park on the same date and time. This will cause the number attendants to go down
dramatically, at least twenty five (25) percent.
