CONCRETE SIDEWALK – NEW AND RECONSTRUCTION

BE IT RESOLVED by the Common Council of the City of Oshkosh that the following
Change Order, a copy of which is attached, is hereby approved:

RE: Change Order No. 1 for Public Works Contract No. 13-06 Concrete Sidewalk
Al Dix Concrete (+$152,584.76)
BACKGROUND
Change Order No. 1 for Contract 13-06 is scheduled for consideration by the Common Council at the
September 10, 2013 meeting. The contract was originally awarded to Al Dix Concrete in March of 2013. This
change order is for additional services provided.
ANALYSIS
Following is a summary of the significant changes to each section of the CIP and the operating budget:
• CIP-Sidewalk — The results of a claim forced the City to being correcting defective driveway
approaches. The scope of work involved was not known at the time of bidding. The result was a large
overage in Bid Items #1510 and #1906. The landscaping was inadvertently forgotten in the bid for the
ordered-in sidewalk on South Koeller Street, causing large overages in Bid Items #1370 and #2932.
These costs will be billed to the abutting property owners.
• Water Utility Operating/Street Patch — The bid quantities for Bid Items #1318, #1502, and #1512 were
incorrectly entered into the proposal by City Staff. The actual quantities installed are actually only a
slight increase of the work that was done the previous years.
• CIP-Street — Additional concrete work was completed in the Rivermill Subdivision area in conjunction
with the relocation of a Wisconsin Public Service gas main to correct some defective pavement. The
City is responsible for this additional pavement repair.
FISCAL IMPACT
Funding for the project is in the 2013 Capital Improvement Program Sidewalk Section and in the Water Utility
Operating Budget. The additional services provided for the Sidewalk Section of the CIP will be billed to the
adjoining property owner's per the Municipal Code. Street section funding is available from street reconstruction
projects coming in under budget.

Note: Water Utility Operating Budget contains $774,000 for maintenance of mains and services. The
$108,833.94 needed for repairing concrete pavement is part of this maintenance budget.
RECOMMENDATIONS
I recommend approval of Change Order No. 1 to Contact No. 13-06 in the amount of +$152,584.76 to Al Dix
Concrete.
