PURPOSE: AWARD BID FOR HVAC EQUIPMENT FOR PUBLIC MUSEUM TO
TEMPERATURE SYSTEMS INC. AND MC COTTER ENERGY
SYSTEMS INC. (Total Aggregate amount of $70,107.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for a multi-zone air
handler unit, air conditioner condensing unit, a boiler, and various HVAC support equipment
for the Oshkosh Public Museum; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following are
the most advantageous bids:

NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award HVAC Equipment for Oshkosh Public Museum
BACKGROUND
The McKinstry HVAC equipment assessment report identified several HVAC
components within the Oshkosh Public Museum that should be replaced due to excessive
service life (25-33 years old) and ongoing extensive breakdowns and repairs. These
components included the multi-zone air handler unit, the air conditioner condensing unit,
a boiler and various HVAC support equipment. Working with our mechanical engineer
consultant from Summit Designs, Purchasing prepared specifications seeking equipment
distributors to provide replacement HVAC equipment to maximize energy efficiency and
utility savings. Once the equipment has been awarded a bid for the installation of the
equipment will then be solicited. This approach was recommended to expedite the
delivery of the equipment to meet a late October install timeframe to minimize disruption
to the Museum exhibit schedule. Bid requests were advertised on our online
NovusVendor system and in the local paper. Bids were received on August 29, 2013.

ANALYSIS
Bids were analyzed and reviewed by Summit Designs and Purchasing. This review
concluded the low bid from Temperature Systems Inc. of$55,707 for the air handler units
and the low bid from McCotter Energy Systems Inc. of$14,400 for the non-condensing
boiler met the bid specifications.
Upon implementation this project will result in several energy efficiency and utility
saving improvements to the Museum's HVAC system components including:
replacement/rebuilding of the zone hot water booster coils (will reduce down time due to
non-working equipment and is projected to improve hot water energy efficiency by at
least 10%); replacement of the boiler (projected to improve energy efficiency by at least
15%); installation of variable frequency drive (VFD) pumps (projected to increase motor
life due to soft starts) and replacement of aging pumps (projected to save pumping energy

to
usage by at least 10%). Combined, these HVAC improvements are projected to provide
an estimated 10-15 %utility savings over that of the current system.
A bid for the installation of this equipment is expected to be solicited to heating
contractors in the next two weeks. A 2-3 week shut down of the Museum has been
scheduled beginning in mid-October for this installation. The installation bid award is
expected to be ready for Council consideration for their October 8, 2013 meeting.
FISCAL IMPACT
The fiscal impact of both equipment bids is $70,107. This project will be funded from
the $500,000 allocated in the 2013 Roofing/HVAC Improvements Project listed in the
CIP Public Property Improvements and charged to A/N#: 323-1070-7214-06315. With
this equipment purchase this fund will have a balance of approximately $250,000 for the
associated installation bid for this project in addition to our remaining 2013
HVAC/Roofing Improvement projects.
RECOMMENDATION
Purchasing recommends the Common Council award the air handling unit equipment bid
to Temperature Systems Inc. for $55,707 and the non-condensing boiler equipment bid to
McCotter Energy Systems Inc. for$14,400.
