HomeMy WebLinkAboutOAMC 4/4/1988 AGREEMENT The City of Oshkosh, herein referred to as "CITY", and the Oshkosh Association of Manufacturers and Commerce, herein referred to as "OAMC", agree as follows: 1. The City shall: A. Provide funding of $25, 000. 00 to OAMC for the 12- month period from March 1, 1988 through February 28, 1989 . (1) Funding for this period shall be paid with 1988-89 Community Development Block Grant funds. Should said funds not be received by the City, this Agreement shall be null and void. (2) Funds to be released monthly, in advance, upon receipt of proper invoice. B. Provide personnel to administer the Commercial Rehabilitation Program. C. Provide general consulting service to OAMC as it is capable of doing so. 2 . OAMC shall: A. Develop and promote an economic development program which shall consist of both commercial and industrial development, and provide a description of the Program which shall, at a minimum, include: scope of services, intended beneficiaries, time period of program, and performance goals and schedules. B. Promote the Oshkosh Commercial Rehabilitation Program and act as a review board to encourage coordinated rehabilitation of commercial buildings in the Program area. C. Maintain records which adequately identify the use of the Block Grant funds and ensure compliance with applicable regulations. D. Provide the City with an operating budget and an annual audited financial statement. E. Provide quarterly reports, beginning June 1, 1988, which include the following information: (1) CDBG funds expended. (2) Type and amount of service provided. (3) Progress towards performance goals. F. Cooperate and provide information necessary for the City to monitor this activity. 3 . If the City or OAMC is unable to meet their full responsibility under the terms of this Agreement, adjustments to this Agreement may be mutually agreed upon. 4 . Should it be determined by the City that OAMC is not performing in accordance with this Agreement and the applicable Department of Housing and Urban Development regulations, the City at its discretion can terminate this Agreement and recover funds allocated under this Agreement.
