HomeMy WebLinkAboutWinnebago County Dept of Social Services AGREEMENT BETWEEN WINNEBAGO COUNTY DEPARTMENT OF SOCIAL SERVICES AND City of Oshkosh This agreement is made and entered into this 1st day of April 19 8$ by and between Winnebago County Department of Social Services, hereinafter referred to as County, and City of Oshkosh , hereinafter referred to as Oshkosh , for the period from 4-1-88 to 3-31-90 In CONSIDERATION of the mutual covenants contained herein, it is hereby agreed as follows: 1. That /Those site (s) in Appendix A (attached) of this agreement, which /are within the control and jurisdiction of Oshkosh , have/ been authorized as a work relief project(s) by the Winnebago County Dept. Social Services Board. It is hereby agreed that the County may assign general relief recipients to labor at such work relief project(s) . 2. That the County shall assign no more then 10 relief recipients to labor at each work relief project site at any one time. 3. That Oshkosh agrees to provide supervision to any relief recipient assign to such project by the County. 4. That Oshkosh shall assign a person employdd by it to each worksite who shall be responsible from providing work supervision to those recipients assigned to labor at such project. 5. That Oshkosh agrees to provide periodic reports to the County of the number of hours each relief recipient has labored at such project and as to the quality of labor performed by the recipients. 6. That Oshkosh shall be responsible for providing transportation to and from such project for relief recipients assigned to such project by the County. 7. That Winnebago County shall be responsible for providing worker's compensation insurance for the benefit of relief recipients assigned by the County to labor on such project. S. That Oshkosh has the right to accept or reject, with reasonable justification, those relief recipients assigned by the County to labor on such project. 9. That this agreement may be cancelled by either party upon ten (10) days prior written notice to the opposite party. 10. County enters into this agreement pursuant to and by authority of the Winnebago County Board of Social Services. Oshkosh enters into this agreement pursuant to and by authority of the City Council 11. Nothing contained in this agreement shall be construed to supersede the lawful powers or duties of either party. This agreement supersedes all oral agreements and negotiations between the parties relating to the subject matter thereof. Spanbauer, General Relief Coordinator, Winnebago County RE Contract on Work Relief Project Sites Provide by City of Oshkosh - Interpretation of Item Six (6) on Transportation DATE: February 6, 1986 The question was raised by the City of Oshkosh Welfare Dept. as to the meaning of the statement that "Oshkosh shall be responsible for providing transportation to and from such project for relief recipients assigned to such project by the County. ” Our intent is and our current practice is that when a relief recipient is assigned to a work relief project site, the recipient must provide there own transportation to the site assigned. Once at the site, if there is a need for the recipient to be transported to some other site or area and transportation is needed, then the Work Project Site would be responsible for the transportation needed. When the work period is completed the recipient would be returned to the original work project site assigned and from that point is responsible for there own transportation home. It is not our intent or policy to have someone from the City come to the Social Services Dept. to pick up relief recipients assigned to City work sites and deliver them to said sites. Getting to and from the assigned work site is the responsibility of the relief recipient.
