PURPOSE: APPROVAL OF PARKING REGULATION CHANGES ON
CENTRAL STREET, NEW YORK AVENUE AND 23RD AVENUE
INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-
11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING
REGULATIONS ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
CENTRAL STREET
Remove Therefrom:2-hour parking, west side, from New York Avenue to
90 feet north of New York Avenue between the hours
of 7:00 a.m. and 4:00 p.m. on school days.
Add Thereto: No parking, stopping, standing or waiting, west side,
from New York Avenue to 50 feet north of New York
Avenue.
Add Thereto: 2-hour parking, west side, from 50 feet north of New
York Avenue to 90 feet north of New York Avenue
between the hours of 7:00 a.m. and 4:00 p.m. on
school days.
NEW YORK AVENUE
Remove Therefrom:Angle parking, north side, from 136 feet west of
Summit Street to 311 feet west.
Remove Therefrom:No parking, north side, from Summit Street to 136 feet
west of Summit Street.
Add Thereto: No parking, north side, from Summit Avenue to 136
feet west of Summit Avenue.

Remove Therefrom:No parking, south side, from Oregon Street to 30 feet

Oregon Street to 120 feet west of Oregon Street.
Remove Therefrom:Handicapped parking, south side, from 45 feet east of
Minnesota Street to 90 feet east of Minnesota Street.
Remove Therefrom:Loading zone, south side, from 155 feet west of
Oregon Street to 215 feet west of Oregon Street.
Add Thereto: No parking, south side, from Oregon Street to 55 feet
west of Oregon Street.
Add Thereto: Handicapped angle parking, south side, from 55 feet
west of Oregon Street to 75 feet west of Oregon
Street.
Add Thereto: 2-hour angle parking, south side, from 75 feet west of
Oregon Street to 265 feet west of Oregon Street.
Add Thereto: Loading zone, south side, from 265 feet west of
Oregon Street to 325 feet west of Oregon Street.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #13-XXX (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING
TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on
September 10, 2013. The ordinance changes parking regulations on Central Street,
New York Avenue and 23rd Avenue.

RE: Explanation of Traffic Regulations Ordinance Changes
SECTION 1: SECTION 27A-11 DESIGNATED PARKING RESTRICTIONS
A REQUEST FOR NO PARKING ON THE WEST SIDE OF CENTRAL STREET FROM
NEW YORK AVENUE TO 50 FEET NORTH OF NEW YORK AVENUE. (CURRENT
CONDITION: 2-HOUR PARKING,BETWEEN 7:00 A.M. AND 4:00 P.M. ON SCHOOL
DAYS.)
This is a Police Department request.
Last year,the Traffic Review Advisory Board recommended some changes to on-street parking
in the vicinity of Merrill School, with the primary intent of relieving congestion on Central Street
after dismissal time. The Police Department has reported that vehicles parking between New
York Avenue and the nearest utility pole to the north on the west side of the street create a
bottleneck for traffic turning off of Central Street onto New York Avenue. This request would
prohibit parking in this short area, making it easier for traffic to clear from Central Street at that
time of day.
On-street parking near the school can be difficult during school dismissal time. However, since
parking is statutorily prohibited within 15 feet of a crosswalk, this request would eliminate only
two parking spaces. This would be a relatively small impact that could reduce friction between
parked vehicles, moving vehicles and pedestrians during a congested time of day.

A REQUEST TO CONVERT ANGLE PARKING TO PARALLEL PARKING ON THE
NORTH SIDE OF NEW YORK AVENUE FROM 136 FEET WEST OF SUMMIT
STREET TO 311 FEET WEST. (CURRENT CONDITION: ANGLE PARKING.)
A REQUEST TO PROHIBIT PARKING ON BOTH SIDES OF NEW YORK AVENUE
FROM 311 FEET WEST OF SUMMIT STREET TO ITS WESTERN TERMINUS.
(CURRENT CONDITION: UNRESTRICTED PARKING.)
These are Department of Public Works requests.
New York Avenue is being reconstructed this year. For a variety of reasons,the new street design
will not include angle parking, so this part of the code should be updated to reflect that. The
second request would prohibit parking in the cul-de-sac bulb, which would keep it open for

emergency response.

These are Transportation Department requests.
These requests emerged as a result of consultation between Oshkosh Corporation officials and
staff from the Engineering Division and Transportation Department related to this year's
reconstruction of 23`d Avenue.
The primary change is the creation of an angled parking area. Angled parking can provide a
higher number of on-street parking spaces than parallel parking, which has been appealing to
Oshkosh Corporation given the demand for visitor/off-site employee parking. The parking area
has been designed to provide an accessible parking space in compliance with the Americans with
Disabilities Act, in contrast with the existing handicapped space which does not comply with
current design recommendations. The parking duration in these angled spaces would stay the
same, to encourage shorter-term use rather than all-day employee parking.
The angled parking cannot be contained within existing right-of-way. Therefore, Oshkosh
Corporation has granted the City an easement for this parking area, as well as the space to allow
for creation of a new sidewalk.
The creation of the angled parking area would eliminate the existing loading zone, which is still
used for deliveries by smaller(single-unit)trucks. Therefore,the loading zone will be shifted to
the immediate west of the angled parking area.
The reconstructed street will be 30 feet wide, which according to our on-street parking guidelines
for local streets is sufficient to allow on-street parking on one side of the street. Parking will
continue to be prohibited on the north side of the street.
