HomeMy WebLinkAbout07. 13-400 AUGUST 27, 2013 13-400 RESOLUTION (CARRIED___6-0___LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE OSHKOSH POLICE SUPERVISORS ASSOCIATION CONTRACT FOR 2012 - 2014 INITIATED BY: ADMINISTRATIVE SERVICES DEPARTMENT WHEREAS the City of Oshkosh and Oshkosh Police Supervisors Association previously negotiated a Working Conditions Agreement for calendar years 2010 & 2011; and WHEREAS the parties reached a tentative agreement for certain changes to the labor contract for years 2012, 2013, and 2014; and WHEREAS Oshkosh Police Supervisors Association have ratified these changes and it is appropriate for the Common Council to approve this agreement. NOW THEREFORE BE IT RESOLVED by the Common Council of the City of Oshkosh that the attached changes to the current labor contract with Oshkosh Police Supervisors Association is approved and the proper City officials are authorized and directed to enter into an appropriate agreement for these purposes and the execution copy being deemed approved by their respective signatures and said City officials are further authorized and directed to take those steps necessary to implement the terms and conditions of the labor contract CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh,Wisconsin 54903-1130 City of Oshkosh OfHKOlH MEMORANDUM Date: August 20, 2013 To: Mayor and Members of the Common Council From: John Fitzpatrick, Assistant City Manager/Director of Administrative Services Re: Oshkosh Police Supervisors Association Contract for 2012-2014 We reached a tentative agreement on July 11, 2013 with the Oshkosh Police Supervisors Association for the contract years of 2012, 2013 &2014. I was informed on August 9, 2013 that this agreement was ratified by the Oshkosh Police Supervisors Association. This contract is very similar to the arbitration award provided to the Oshkosh Professional Police Association. The similarity is due in large part to the fact that a major component of that agreement, and this one, was contribution toward the employee share of the Wisconsin retirement system. In addition, State law precludes a greater mandatory contribution toward the employee share of the Wisconsin retirement system for protective supervisors as opposed to their protective service subordinates. I believe this agreement is good for both the Oshkosh Police Supervisors Association and the City as it: 1) Provides for a 12% premium contribution toward health insurance effective 1/1/2013 by Oshkosh Police Supervisors Association. 2) Provides a 2.5% across the board wage increase each year of the agreement. 3) Provides for full contribution toward the employee share of the Wisconsin retirement system effective 1/1/2014 by Oshkosh Police Supervisors Association. Included in this packet is the tentative agreement ratified by the Oshkosh Police Supervisors Association and a costing analysis of the agreement. Please let me know if you have any questions. Exhibit A,Wages. a. January 1,2012-2.0%across-the-board increase. b. November 1,2012-.5%across-the-board increase. c. January 1,2013 -2.5%across-the-board increase. d. January 1,2014-2.5%across-the-board increase. 2. Article V. Modify: A. Vacation Leave: I. Effective January 1,2014 the vacation schedule shall be modified to provide 15 working days of vacation after 5 years of service and 20 working days of vacation after 10 years of service. The other categories shall remain unchanged. B. Holiday Leave: A. Holiday Leave—Supervisors Appointed Prior to Jan. 1,2008. B. Holiday Leave—Supervisors Appointed After Jan. 1,2008. 3. Article VII. Modify: Medical Benefits Plan. The Employer shall provide health coverage. Health Insurance Employee Contributions A. Employee Contributions With Health Risk Assessment(HRA). Effective January 1,2011,employees will contribute up to 7%up to a maximum of$57 per month towards single,$104 per month towards dual,and$144 per month towards the family premium equivalents. Effective November 1, 2012,employees will contribute up to 11% up to a maximum of$76.10 per month towards single, $136.96 per month towards dual, and $190.22 per month towards the family premium equivalents. Effective January 1, 2013, employees will contribute up to 12% up to a maximum of $90 per month towards single, $161 per month towards dual, and $224 per month towards the family premium equivalents. Effective January 1, 2014, employees will contribute up to 12% up to a maximum of $97 per month towards single, $174 per month towards dual, and $242 per month towards the family premium equivalents. B. Employee Contributions Without Health Risk Assessment(HRA): Effective January 1, 2011, employees will contribute up to 10% up to a maximum of $82 per month towards single, $148 per month towards dual, and $205 per month towards the family premium equivalents. Effective November 1, 2012, employees will contribute up to 14% up to a maximum of$96.85 per month towards single, $174.32 per month towards dual, and $242.10 per month towards the family premium equivalents. Effective January 1, 2013, employees will contribute up to 15% up to a maximum, of$112 per month towards single, $202 per month towards dual, and $280 per month towards the family premium equivalents. Effective January,2014,employees will contribute up to 15%up to a maximum of$121 per month towards single,$218 per month towards dual,and$302 per month towards the family premium equivalents. Note: Health insurance premium contributions are actually made one month prior to the effective dates shown. C. Pension: Add: Effective November 1,2012,an employee shall contribute 3.0%of his/her gross wages toward the Wisconsin Retirement System(WRS). Effective January 1,2013,an employee shall contribute 4.5%of his/her gross wages toward the Wisconsin Retirement System(WRS). Effective January 1,2014,an employee shall contribute his/her portion of the Wisconsin Retirement System(WRS)on the same basis as general employees as determined by the Employee Trust Funds(ETF). 5.
