Project Manager Date July 30, 2013 This memo requests an amendment to the above referenced agreement. The amendment is necessary to cover the costs of the out of scope work conducted on the project under the City's direction. Under a mutual understanding,we have kept you informed of a running list of the out of scope work and costs so that administrative time and effort would be reduced to process a single amendment,rather than multiple amendments. The items described below are also described in more detail on a table at the end of this memo. Below is a description of each out of scope item along with an amendment request budget. Survey Tasks 1. Armory Detention Basin a Market Fair Center parking lot storm sewer alignment, underground utilities,topography, and other features necessary for design of the storm sewer from Koeller to Menard Drive. b Crystal Springs residential property at Armory Basin outlet. Property was acquired by the City after the project's initiation. Survey conducted to allow for the design of an emergency overflow area. 2. 9th and Washburn Detention Basin a. Survey of altemate basin outlet pipe through the Perkins Restaurant parking lot and around(to the south)of the parking lot. Also prepare an easement corridor for the outlet storm sewer location. b. Add the task of assessing sanitary manhole conditions on Maricopa Drive in the project survey area. c. Add a second basin inlet path survey to the west of the current storm sewer location. Engineering!Design Tasks 1. Armory Detention Basin a. Multiple efforts and meetings related to the project's DNR and USACE permitting process including: Preparation and attendance at seven agency meetings; bypass flow analysis for flood and pollution management impacts;nuisance species inventory and plan;OWHM bypass analysis; meetings with Paul Kent; and preparation of materials for Chapter 31 permit. It is believed that permitting issues are Campbell Amendment memo July 2013.docx A=COM understood as of the date of this memo. However, review and receipt of permits is not complete. Additional effort above the estimated scope may be required to satisfy Chapter 31 permitting requirements. b. Menard Drive storm sewer re-design to replace storm sewer at the intersection of Koeller and Menard. c. Industrial site fill area design sheets for placement of excavation material. Also the related permitting issues at this site were not part of the original scope of work. 2. 9th and Washburn Detention Basin a. Additional inlet storm sewer inlet routes(on Cumberland Trail)were analyzed for flood control performance, and cost estimates to avoid all wetland impacts. b. Additional analysis of potential detention basin configurations were analyzed for flood and pollution control performance to avoid all wetland impacts. c. Additional meeting with agencies to determine feasibility of alternatives. Please note:the requested amendment only includes 24 hours for the subcontract with Brown and Caldwell regarding the potential additional work related to completion of the WDNR permits for the 9th and Washburn Detention Basin. Additional work for AECOM is not included for the 9th and Washburn Detention Basin, nor is additional work for any requirements beyond our current understanding of the WDNR Chapter 31 permitting for Armory Detention Basin. AECOM will continue to track AECOM costs for an effort beyond this Amendment(if any)under Task 9 and Task 10. A subsequent amendment may be requested if these unknown efforts require out of scope work and costs.
