PURPOSE: APPROVAL OF VARIANCE FOR CLOSURE OF WASHINGTON
AVENUE & WAUGOO AVENUE AT CANADIAN NATIONAL
RAILROAD FOR REPAIR TO RAIL / AUGUST 19-21, 2013
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, CN Railroad is upgrading the rail through Oshkosh, which includes
several crossings, including Washington and Waugoo Avenues at their intersections with
the railroad tracks near Broad Street; and
WHEREAS, CN Railroad requests a variance to Section 25-23 of the Municipal
Code which requires State, County, and certain other roads to maintain a passageway
open to traffic during construction work; and
WHEREAS, Waugoo Avenue and Washington Avenue from Main Street to Hazel
Street are required to retain a passageway open to traffic during construction; and
WHEREAS, maintaining an open passageway for traffic while installing rail would
not be possible; and
WHEREAS, CN will be coordinating an acceptable detour route and providing
message boards prior to the closure along with approved detour routes.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that a variance from Section 25-23 of the Oshkosh Municipal Code is granted
allowing the closure of Waugoo Avenue and Washington Avenue at their intersections with
the railroad tracks near Broad Street for railroad surfacing improvements from August 19-
21, 2013.

RE. Permission to close Washington Ave and Waugoo Ave for
surfacing improvements
Dear Mr. Gohde,
CN Railroad (CN) is requesting that the City of Oshkosh allow us to
close Washington Ave & Waugoo Ave during the dates of Aug 19
through Aug 21 for surfacing improvements that need to be done. CN
will be using the services of `Warning Lites' (Lance Mauel
920.378.0048) and they'll be responsible for coordinating the signage
for the road closures. Please let me know if you have any questions
regarding these proposed road closures.
