HomeMy WebLinkAbout36. 13-395 JULY 23, 2013 AUGUST 13, 2013 13-357 13-395 ORDINANCE FIRST READING SECOND READING (CARRIED__7-0____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVAL OF CHANGES IN PERMIT PARKING & SHORT-TERM PARKING AREAS IN OTTER AVENUE & STATE STREET PARKING LOTS INITIATED BY: PARKING UTILITY COMMISSION A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27-48 AND 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PERMIT PARKING AREAS AND PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27-48 of the Oshkosh Municipal Code pertaining to permit parking areas is hereby amended as follows: Remove Therefrom: (J) State Street Lot: The three southern rows in the western section of the lot adjacent to State Street, and the second and third northernmost rows in the eastern section of the lot. The northernmost row in the western section of the lot is reserved. Add Thereto: (J) State Street Lot: The western section of the lot adjacent to State Street, and the second and third northernmost rows in the eastern section of the lot. SECTION 2. That Section 27A-11 of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS OTTER AVENUE LOT Remove Therefrom: 90-minute parking, except the southern row between the hours of 9:00 a.m. to 6:00 p.m. daily, except on Sundays and New Year’s Day, Memorial Day, Fourth of July, Labor Day, Thanksgiving day and Christmas Day. SECTION 3. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 4. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #13 -395 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27-48 AND 27A -11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PERMIT PARKING AREAS AND PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS), on August 13, 2013. The ordinance designates permit parking spaces in the State Street lot and changes the duration of free parking in the Otter Avenue lot to 2 hours. (0 OHKOH City of Oshkosh - Transportation Department ON THE WATER 926 Dempsey Trail, Oshkosh, WI 54902 (920) 232 -5342 (920)232 -5343 fax MEMORANDUM TO: Mark Rohloff, City Manager FROM: Christopher Strong, P.E., Director of Transportation DATE: July 17, 2013 RE: EXPLANATION OF CHANGES TO PERMIT PARKING AND PARKING REGULATIONS Section 1: Section 27 -48 Permit Parking Areas Section 2: Section 27A -11 Parking Regulations A REQUEST TO CONVERT ALL FREE PARKING IN THE OTTER AVENUE LOT FROM 90 MINUTE PARKING TO 2 -HOUR PARKING. This is a property owner request. Earlier this spring, Commission members indicated support for converting free short -term spaces in off - street lots from 90 minutes to 2 hours. This request lines up with that trend, and would make the Otter lot consistent with many other higher utilization parking lots downtown. Table 1 lists the utilization of short -term parking spaces in downtown lots. As can be seen, even with the slightly higher turnover required by 90- minute parking, the Otter lot has one of the highest utilization levels of short -term parking in the downtown area. Decreasing space turnover by lengthening the duration of free parking would further increase this occupancy. That said, by the commonly accepted definition of parking capacity as 85 percent utilization, the lot is not at capacity. This can have adverse consequences in reducing permit sales as some employees or property owners may choose to move their vehicles in short-term spaces rather than buying a permit. This, in turn, may result in lesser availability of short -term spaces for customers and clients, which ultimately undermines some of the management goals of public parking. This type of conversion would be less likely to have these kinds of effects in lots with lower utilization. PASSED BY PARKING UTILITY COMMISSION (4 -0) A REQUEST FOR PERMIT PARKING IN THE NORTHERN ROW OF THE WEST SIDE OF THE STATE STREET LOT. (CURRENT CONDITION: RESTRICTED PARKING.) This is a Transportation Department request. By virtue of a 1999 lease agreement, these fourteen spaces were assigned to the owners of the Washington Building. With this agreement having recently ended, it is necessary to designate these spaces as public parking with some rule governing their use. The State Street lot is not as close to popular downtown destinations as some lots; therefore, staff recommends designating these spaces as permit parking.
