The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A-11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS OREGON STREET th Remove Therefrom: No parking, west side, from 12 Avenue to 120 feet south, between 7:30 a.m. and 8:00 a.m. and 2:30 p.m. to 3:00 p.m. on school days. th Add Thereto: Loading zone, west side, from 12 Avenue to 120 feet th south of 12 Avenue, from 7:30 a.m. to 8:00 a.m. and 2:30 p.m. to 3:00 p.m. on school days. SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. SECTION 3. Publication Notice. Please take notice that the City of Oshkosh enacted ordinance #13-394 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on August 13, 2013. The ordinance changes parking regulations on Oregon Street. Rohloff, City Manager FROM: Christopher Strong, RE., Transportation Director Q,, DATE: July 18, 2013 RE: Explanation of Traffic Regulations Ordinance Changes SECTION 1: SECTION 27A -11 DESIGNATED PARKING RESTRICTIONS A REQUEST FOR A LOADING ZONE ON THE WEST SIDE OF OREGON STREET FROM 12TH AVENUE TO 120 FEET SOUTH OF SOUTH PARK AVENUE BETWEEN THE HOURS OF 7:30 A.M. AND 8 :00 A.M. AND 2:30 P.M. AND 3:00 P.M. ON SCHOOL DAYS. (CURRENT CONDITION: NO PARKING.) This is a Board member request. At its June meeting, the board made a recommendation to loosen parking restrictions on the south side of 12'x' Avenue, adjacent to St. Elizabeth Ann Seton Elementary School. A loading zone was recommended for elimination, in favor of allowing unrestricted parking on that portion of the street. It was suggested that Oregon Street would be a more appropriate location for a loading zone, given more frequent snow removal and the school's previous use of this location. Instituting a loading zone on an arterial street like Oregon Street may seem unusual, but it has been done on other arterials adjacent to Oshkosh area schools, including Algoma Boulevard in front to Read Elementary School, Sawyer Street in front of Roosevelt Elementary School, and Oregon Street next to Smith Elementary School. In all of these locations, students are able to go from the vehicle to the school without a street crossing. If this request is denied (i.e. the parking prohibition is preserved), it will likely increase the amount of pick -up and drop -off traffic occurring in the school's parking lot. While this circumstance would not be directly under the purview of the Traffic Review Advisory Board, it is something that the school (and perhaps board members) would be unlikely to support due to its potential safety implications.
