WOODS COMPANY ($114,295.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for Sealant Rehabilitation at the Oshkosh Public Library; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: R.D. WOODS COMPANY INC. 1301 E. Waterford Avenue St. Francis, WI 53235 Total Bid: $114,295.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Box 1130 Oshkosh, Wisconsin 903 -1130 City of Oshkosh 0 TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: July 26, 2013 RE: Bid Award- Sealant Rehabilitation for Oshkosh Public Library BACKGROUND The Common Council allocated $170,000 in the 2013 Public Property Improvements CIP to address the first of two phases of building envelope repairs at the Oshkosh Public Library as identified in Facility Engineering Inc.'s 2012 assessment of the issues. Facility Engineering Inc. was selected to provide design, bidding and construction administrative services for this project. The first phase to be addressed involves removal and rehabilitation of approximately 9,000 linear feet of sealant applied in 1993 that has fulfilled its life span and has deteriorated over time allowing water to infiltrate the joints, causing corrosion, various leaks and possible future mold issues. The second phase to be addressed involves removing and replacing the two architectural stone bands that line the lower half of the building exterior. The second phase is proposed for the 2014 CIP program. ANALYSIS Working in conjunction with the Library and Purchasing, Facility Engineering Inc. prepared bid specifications seeking contractors to address the first phase of repairs. Bids were advertised in the local paper and posted online on NovusVendor. Bids were received on July 9, 2013. The bid tab is attached. Facility Engineering Inc. reviewed the bids and contacted the two low bidders to ascertain their general approach and understanding of the project, mobilization and staging costs, and total quantity of sealant joint included in their bids. Based on this review Facility Engineering Inc. believes the low bid received from R.D. Woods Company Inc. is sufficient to complete the project as specified. City staff concurs with Facility Engineering Inc's recommendation and confirmed R.D. Woods Company Inc.'s bid met all other minimum bid specifications. FISCAL IMPACT The total fiscal impact of this bid will be $114,295. This project was budgeted in the 2013 Public Property Improvements CIP at $170,000. Funding for these units would be charged to A/N #: 323 - 1060 - 6401 - 06311. c RECOMMENDATION Purchasing recommends the Inc. for $114,295.
