HomeMy WebLinkAbout11. 13-370 AUGUST 13, 2013 13-370 RESOLUTION (CARRIED__7-0___LOST_______LAID OVER_______WITHDRAWN________) PURPOSE: APPROVE PURCHASE OF IN-VEHICLE SURVEILLANCE EQUIPMENT FOR TRANSPORATION DEPARTMENT TO ANGELTRAX ($75,202.53) INITIATED BY: PURCHASING DEPARTMENT WHEREAS, the Transportation Department is planning to upgrade its in-vehicle surveillance equipment to provide standardization and improvements of video coverage; and WHEREAS, the equipment upgrade was approved in Go Transit’s 2013 capital outlay budget; and WHEREAS, proposals were solicited and received from vendors of surveillance equipment; and WHEREAS, the low quote was received by AngelTrax who met the minimum specifications. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed to purchase annual fire extinguisher maintenance services in accordance with the attached quote from: ANGELTRAX 9540 USH 84 West Newton, AL 36352 Total: $75,202.53 BE IT FURTHER RESOLVED that the proper City officials are hereby authorized to enter into an appropriate agreement for the purpose of same. Box 1130 Oshkosh, Wisconsin 54903 -1130 City of Oshkosh 0 QIHKOIH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: August 6, 2013 RE: Approve Purchase of In- Vehicle Surveillance Equipment for GO Transit Bus Fleet- Transportation Department BACKGROUND GO Transit currently utilizes in- vehicle surveillance equipment to promote system security and assist in investigation of incidents and complaints. The Common Council approved $85,000 in GO Transit's 2013 capital outlay budget to upgrade its surveillance equipment. The new surveillance system would standardize equipment across the fleet, provide more video coverage of each bus' interior, improve audio capability, improve video quality (image resolution), simplify viewing software, and include added features (e.g.- wireless video download in the bus storage garage, GPS capability and internal sensors to flag events). ANALYSIS Working in conjunction with the Transportation Department, Purchasing developed a Request for Proposals (RFP) document seeking vendors for this equipment. The RFP listed basic functional requirements of the hardware and software, and specified additional requirements with respect to warranty coverage, training and spare components. The RFP was sent to vendors who were known bus camera suppliers. In addition, the RFP was advertised in the local paper, posted online on NovusVendor and posted online on the State of Wisconsin's VendorNet. Proposals were received on July 19, 2013. Four proposals met the mandatory RFP requirements. Each of these four proposals were then evaluated based on price, responsiveness of the proposed solution, references, proposal organization, and value -added qualities. After reviewing all of the evaluation criteria and comparing the four proposals against each other, it was the consensus of our evaluation team that the proposal from AngelTrax was the best solution at the best value for GO Transit. This determination was based on the following: AngelTrax's six - camera surveillance system provided effective video coverage of the vehicle's interior; their equipment exceeded minimum requirements; their software and digital video recorder 0 device were easy to use; they had ample transit industry references, including Waukesha Metro; and their system included added metadata (sensors that provide information in the video about vehicle location, turn signal, braking, headlights, door opening, etc.). The two lower - priced proposals did not provide sufficient detail about the equipment proposed, which made it difficult to fully analyze and /or verify the technical aspects of their proposed solution. One lower - priced proposal included eight cameras, but would require two recording devices per bus, which would make video retrieval and review complicated for every incident. FISCAL IMPACT This project will have a total fiscal impact of $75,202.53, which is within the allocated capital outlay budget amount ($85,000). The unit cost per bus is $4,177.92 (17 buses and 1 spare). Federal and state grant funding will cover 56 percent of the purchase price ($42,113.42), with the remaining 44 percent ($33,089.11) covered by City funds. Funding for this item would be charged to Transit Utility's capital outlay A/N #: 511- 1728- 1755- 06931. In comparison the Cities of Eau Claire and Stevens Point recently installed fleet -wide bus camera system upgrades. Eau Claire's project involved 14 buses for $80,000 and Stevens Point's project involved 12 buses for $100,000.
