HomeMy WebLinkAbout10. 13-369 AUGUST 13, 2013 13-369 RESOLUTION (CARRIED__7-0___LOST_______LAID OVER_______WITHDRAWN________) PURPOSE: AWARD BID FOR CARRIAGE HOUSE FLOOR REINFORCEMENT FOR THE OSHKOSH PUBLIC MUSEUM ($25,915.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for floor reinforcement for the Carriage House at the Oshkosh Public Museum; and WHEREAS, upon the opening and tabulation of bids, it appears that the following is the most advantageous bid: CARDINAL CONSTRUCTION COMPANY, INC. 1183 Industrial Parkway Fond du Lac, WI 54937 Total Bid: $25,915.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Box 1130 Oshkosh, Wisconsin 54903 -1130 City of Oshkosh 0 OIHKOIH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: August 6, 2013 RE: Bid Award- Carriage House Floor Reinforcement at Public Museum BACKGROUND The Common Council allocated $50,000 in the 2013 Public Property Improvements CIP to upgrade and reinforce the floor load capacity for the second floor of the 1908 Carriage House of the Oshkosh Public Museum. Engineering analysis has determined the current floor load capacity cannot support planned collection storage upgrades to a moveable aisle system on the second floor. The second floor load capacity will be reinforced by installing steel reinforcement members along existing wood floor joists to reinforce the floor load capacity. This project will also include temporarily removing an existing collection storage system to create access. ANALYSIS Working in conjunction with the Museum and Purchasing, T.R. Karrels & Associates prepared designs and bid specifications seeking contractors for this project. Bids were advertised in the local paper and posted online on NovusVendor. Bids were received on August 1, 2013. The bid tab is attached. City staff and T.R. Karrels & Associates reviewed the bids and concluded the low bid from Cardinal Construction Company Inc. met the minimum bid specifications and demonstrated a solid understanding of the project requirements and timeframes. FISCAL IMPACT The total fiscal impact of this bid will be $25,915. The 2013 Public Property Improvements CIP budget allocated $50,000 towards this project. After including architectural fees ($12,700), storage removal and rental ($4,680) and security adjustments during the project ($2,500) we estimate the project costs to date are approximately $46,000. Funding for this project would be charged to A/N #: 323 - 1070 - 6401 - 06312. RECOMMENDATION Purchasing recommends the Common Council award this bid to Cardinal Construction Company Inc. for $25,915.
