Rohloff, City Manager' , - DATE: July 18, 2013 ' c RE: Agreement for Engineering Services for Sanitary Sewer System Flow Monitoring Services/ADS Environmental Services (ADS) ($57,500) Engineering staff requested and reviewed proposals from two firms for sanitary sewer flow monitoring. Collected information will be used to calibrate and verify a Sanitary Sewer System Management Model (SSSMM) hydraulic model that was developed by others for the City's collection system and will continue to work to identify areas of high inflow and infiltration of clear water into the sanitary sewer system. Engineering staff reviewed the proposals and costs. The service to be provided is flow monitoring of sanitary sewer mains at five locations for a period of 90 days. ADS of Huntsville, Alabama, with a regional office in Chicago, Illinois, was chosen to perform these services because of their experience in providing these services. Additionally, ADS has the ability to provide remote monitoring of the equipment. This allows for quicker identification of any issues. The proposed fee is not to exceed $57,500. Funds for these services are budgeted in the Sanitary Sewer section of the CIP. Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of a formal, sealed quote process. I have reviewed this agreement and, in accordance with Section 12-16 of the Code, I am hereby submitting this report regarding this engineering services agreement.
