PURPOSE: AWARD BID FOR PUBLIC WORKS CONTRACT NO. 13-16 TO
PTASCHINSKI CONSTRUCTION INC FOR CONCRETE PAVEMENT
REHABILITATION – KOELLER STREET ($178,996.50)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City of Oshkosh has heretofore advertised for bids for concrete
pavement rehabilitation on Koeller Street; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Total Bid: $178,996.50
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

Concrete Pavement Rehabilitation—Koeller Street
Ptaschinski Construction Inc. /($178,996.50)
BACKGROUND
The purpose of this project is to rehabilitate the concrete pavement of Koeller Street. The proposed limits
of the project are the west side of Koeller Street from West 20th Avenue to approximately 1,800' north of
Koeller Street, in front of the Dollar Tree store. The pavement has experienced significant failures along
the joints, providing a rough ride and requiring a very high maintenance effort. Spot repairs will be made,
as needed, to utilities.
ANALYSIS
Engineering staff reviewed 3 bids. The low bid was received from Ptaschinski Construction Inc. of Beaver
Dam, Wisconsin. The total bid is$178,996.50.
FISCAL IMPACT
Funding for the project is available in the 2013 Capital Improvement Program from other projects coming
under budget. Specifically, the two major paving and utility projects' bids were under budget on paving by
approximately $400,000 total. Following is a summary of the available funds and the construction costs
including engineering fees.
