HomeMy WebLinkAbout14. 13-336 JULY 9, 2013 13-336 RESOLUTION (CARRIED__7-0____LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVAL OF ENGINEERING SERVICES AGREEMENT FOR ENVIRONMENTAL & CONSTRUCTION MATERIAL TESTING FOR THE PUBLIC WORKS FIELD OPERATIONS FACILITY / AECOM ($429,575.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to enter into and take those steps necessary to implement an appropriate professional services agreement with AECOM Technical Services for environmental and construction material testing for the Public Works Field Operations Facility in the amount of four hundred twenty-nine thousand five hundred seventy-five dollars ($429,575.00) Acct. No. 561-2010-1799-00000 Storm Water Utility – Construction in Progress 323-0450-7214-06926/06240 Property Improvement Fund – Central Garage CAND, OI-KOJH ON THE WATER MEMORANDUM TO: City Manager, Honorable Mayor, and Members of the Common Council FROM: David C. Patek, Director of Public Works c-Q DATE: July 2, 2013 RE: Engineering Services Agreement for Environmental and Construction Material Testing Services Related to the Public Works Field Operations Facility/ AECOM ($429,475) BACKGROUND Per the bid award scheduled for July 9, 2013, construction will be starting for the new Public Works Field Operations Facility. During construction, additional environmental and construction material testing services will be required. The Department of Public Works requested a proposal from AECOM to provide these services for this project. ANALYSIS AECOM was chosen due to their experience with the current site and with the proposed project. AECOM has completed environmental and construction testing services for many previous projects with the City because of the presence of qualified field staff personnel in their local office. The scope of services for this proposal include the following tasks: 1. Environmental Services • Management and documentation of contaminated soil and groundwater • Documentation of vapor barrier installation • Post-construction groundwater sampling 2. Construction Testing Services • For cast-in-place concrete • For earthwork, foundation, and utilities • For structural steel erection • For asphalt pavement installation FISCAL IMPACT Staff has reviewed the proposal and costs. The proposed fee is not to exceed $429,475. Funding for these services is available in the Capital Improvements Program in the Property Improvements section. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed this proposal and, in accordance with Section 12-16 of the Code, I am hereby recommending approval.
