HomeMy WebLinkAbout12. 13-334 R E V I S E D JULY 9, 2013 13-321 13-334 PENDING JUNE 25, 2013 RESOLUTION (CARRIED___7-0___LOST________LAID OVER________WITHDRAWN________) AS AMENDED PURPOSE: APPROVAL OF SPECIAL EVENT / GALLERIA & VFW POST 1908 / UTILIZE CITY STREETS, RIVERSIDE PARK BETWEEN THE LEACH AMPHITHEATER & OSHKOSH CONVENTION CENTER / YA- GOTTA REGATTA PARADE & EVENT / JULY 26 & 27, 2013 INITIATED BY: CITY ADMINISTRATION NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that approval is granted to Galleria and VFW Post 1908 (Dennis Payne) to utilize city streets for parade on Friday, July 26, 2013 starting at 5:45 p.m.  (parade route: Jefferson Street, Irving Avenue, Main Street & Ceape Avenue)  to utilize a portion of Riverside Park parking lot for car show on Friday, July 26, 2013 after parade to 10:30 p.m. (see revised map) to utilize Riverside Park between Leach Amphitheater & Oshkosh Convention Center  on Friday, July 26, 2013 from 4:30 p.m. to 11:00 p.m. and Saturday, July 27, 2013 from 9:00 a.m. to 6:00 p.m. for their Ya-Gotta Regatta event in accordance with the municipal code and the attached application, with the following exceptions/conditions: A. A portion of the River Walk from Court Street to east of Oshkosh Convention Center as shown on the attached map to close from 11:00 a.m. to 5:00 p.m. on Saturday, July 27, 2013 B. An exception to the provisions of 19-4(A)(3) and 17-42 of the City of Oshkosh Municipal Code is granted to allow amplified music until 11:00 p.m. C. File signed contracts for security & porta potties prior to the event with the City Clerk’s Office BE IT FURTHER RESOLVED that as a condition of approval, the Event Organizer shall pay the City’s actual costs for extraordinary services. Cost Estimates for Extraordinary Services  Police Department Staffing ($400 preliminary estimate)  Street Division Barricades ($100 - $150 preliminary estimate) Fire Department Inspection ($59 - $118 preliminary estimate)  Indicates Revision ru DOWDTOWD July 3, 2013 O S H K O S H appeAhhq Now Dear City Council: On behalf of the BID Board and several business owners downtown, we would like to express concerns in regards to the Ya Gotta Regatta parade and car show, set to take place on Friday, July 26m 2013 on Main Street. { While most businesses enjoy the many events that take place in Downtown Oshkosh, as it brings people downtown and increases awareness of their business,road closures make it more difficult for customers to reach them. Therefore, when shutting down the road business owners like to see successful events, which in turn bring numerous people downtown. Although last year was Mr. Payne's first year at attempting this event,it did not bring the number of people down as anticipated,and why Main Street was closed for such an event came into question. There was also a significant issue in that there was little to no notification for business owners of the road closure for this event. As previously stated, while some businesses do close at 5pm on Main Street there are many businesses such as bars,restaurants, salons, and more that are open past 5pm. With little to no notification this not only makes it difficult for customers to reach their destination, but it gives the businesses no opportunities to piggyback off of the event by offering specials, displaying goods and so on. While these are not the concerns of all business owners downtown, especially ones that close their doors at 5pm and are unaffected by this event,it is the concerns of those who do remain open. The lack of planning and information provided for this event, as well as the lack of notification to business owners for a requested 6 hour road closure on a Friday night definitely creates concerns on the follow through and success of this event. We would ask the Council to consider different options as a compromise to the event organizer. Such as, allowing the parade but not the car show, so Main Street can re-open after the parade. Another option that was brought forth was to have the car show in the Ceape parking lot, or Riverside parking lot. We appreciate you reaching out to our Board and downtown merchants in regards to this matter and we will support what the Council decides. Respectfully Submitted, •? We welcome the cities food cart vendors to set up in the car show area,as long as, all rules that govern them are followed.
