HomeMy WebLinkAbout06. 13-328 JULY 9, 2013 13-328 RESOLUTION (CARRIED___7-0_ LOST _______ LAID OVER _______ WITHDRAWN _______) PURPOSE: AWARD BID FOR TWO SINGLE WHEEL TRUCK CHASSIS WITH FLIP-TOP SERVICE BODIES FOR WATER DISTRIBUTION CENTER TO L&S TRUCK CENTER & CASPER’S TRUCK EQUIPMENT (Total Aggregate amount of $99,748.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for two new 1-ton 4WD single wheel axle truck chassis with flip-top service bodies for the Water Distribution Division; and WHEREAS, upon the opening and tabulation of bids, it appears that the following are the most advantageous bids: 2 - Ford F250 4X4 Chassis: L&S TRUCK CENTER 330 N. Bluemound Drive Appleton, WI 54914 Bid with Trade: $47,424.00 2 - Flip-Top Service Body & CNG Conversion Equipment: CASPER’S TRUCK EQUIPMENT 700 Randolph Drive Appleton, WI 54913 Bid without Trade: $52,324.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. No. 541-1810-1788-00000 Water Utility – Motor Vehicles CITY HALL 215 Church Avenue P.O.Box 1130 Oshkosh,5 903 1130 unsin of Oshkosh OIHKOIH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: June 25, 2013 RE: Bid Award- Single Wheel Axle Truck Chassis with Flip-Top Service Bodies BACKGROUND The Common Council allocated $140,000 in the 2013 Major Equipment CIP for two single wheel axle truck chassis with flip-top service bodies for the Water Distribution Center. These units are used to transport tools and equipment during water main construction and service calls. The new units will replacing a 2000 and 2002 unit that have both experienced heavy usage and high miles and continue to require costly service and maintenance needs exceeding their values. The compressed natural gas (CNG) fuel option is available on this chassis engine and both CNG and gasoline engine option costs were requested within the bid specifications. ANALYSIS Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals seeking vendors for this unit. Bids were advertised in the local paper and posted online on NovusVendor. Bids were received on June 4, 2013. The bid tab is attached. The Street Division and Purchasing reviewed the bids received and concluded they met the minimum bid specifications. As the attached bid tab reflects, the CNG option for both units adds an additional $29,210 to the total cost. However, based on current CNG fuel costs (approximately 50% less than gasoline) it is estimated the CNG option could realize a payback in less than seven years. Given this payback and the operational needs of these units staff recommends the CNG option be pursued. FISCAL IMPACT The total net fiscal impact of the CNG chassis,the trade-ins and the flip-top service bodies will be $99,748. These units were budgeted in the 2013 Major Equipment CIP at $140,000. Funding for these units would be charged to A/N#: 541-1810-1788-00000. RECOMMENDATION Purchasing recommends the Common Council award the chassis bid to L&S Truck Center for $47,424 and award the flip-top service bodies and CNG conversion equipment to Casper's Truck Equipment for $52,324.
