Rohloff, City Manager WEEKLY NEWSLETTER Subject: CENTRAL GARAGE PROJECT BIDS ARE READY FOR COUNCIL APPROVAL 1.: As I reported to council previously, staff has been working with John Wallenkamp of Kueny Architects to address the bid package from Miron Construction to construct the central garage. Although the bid documents requested that the project be completed by 2015, Miron actually proposed completing the project by the end of 2014. This aggressive construction schedule actually presented a challenge to us, as we were anticipating having this work completed over three fiscal years. Staff has been working with Kueny Architects to remove some items from the base bid, primarily alternate bids for building equipment and out buildings, with the expectation that these items would be bid separately in 2015. Additionally, public works staff identified some capital project items that are planned for 2014 that could be deferred into 2015, thereby freeing up additional funds for the project. I’m pleased to report that as result of these discussions, we have put a construction plan together that will complete the vast majority of the work according to Miron’s construction schedule. This will mean that the bulk of the central garage project will be completed by the end of 2014. The deferral of these excluded items will give us the cash flow necessary to stretch the project over three fiscal years, while at the same time having the contractor on-site only during 2013 and 2014. Because we are able to work through these issues, th we will have this project on the July 9 Council agenda to award the construction bid. Additionally, Public Works Director David Patek will be making a presentation to the st Sustainability Advisory Board at their July 1 meeting. At that time, Mr. Wallenkamp from Kueny Architects will provide a report to the SAB that based on the preliminary design, the central garage project will be designed to “LEED Silver” standards. Council may recall that there was a great deal of discussion about whether the city should seek a LEED certification, and the consensus from Council is that we would not seek any LEED certification, but would work to maximize the city’s ability to meet LEED standards. Should the SAB have any additional comments for council, we will pass it along to you at the time of the award consideration on July th 9. In the meantime, if you have any questions regarding this project, please contact Public Works Director Dave Patek. Weekly Newsletter June 28, 2013 Page 2 THE RIVERS PROJECT PHASE 2 UPDATE: 2. Staff has had discussions with Andy Dumke of Discovery Properties regarding their plans to proceed with Phase 2 of The Rivers multifamily housing project in the Marion Road project area. Council may recall that the first phase of The Rivers was a project geared towards senior housing with rental restrictions based on the financing package put together by Discovery Properties. For the Phase 2 project, Mr. Dumke has informed us that these will be market only rents; therefore there will be no special financing or rental restrictions on these properties. Because of Discovery Properties care in developing Phase 2, they have exceeded the deadline established by the city for them to complete this project. However, since Discovery Properties is being consistent with the plan for this parcel, staff is working with the Dumke’s to create a new development agreement that will allow them to purchase this property from the city and develop it as originally proposed. Staff is determining whether it is appropriate to extend the previous agreement, or prepare an entirely new development agreement based on existing knowledge and best practices for these types of development projects. Regardless of which option is chosen, we will plan to bring the development proposal and the development agreement to council at their first meeting in August. Parks Director Maurer has provided me with the schedule for the “Streaming Live at the Leach” Tuesday night concert series, which begins on Tuesday, July 9. The Leach concert series has been sponsored by Citizens First Credit Union, making this other minor sponsored this will be a free admission event available to the public on Tuesday nights through August. JULY 10 BUDGET WORKSHOP SESSION: 4.As you know, we are kicking off the 2014 Budget process with a Council/staff workshop on Wednesday July 10, 2013, beginning at 5:30 PM in room 404. Staff would like to use this first workshop, in a series of approximately six th workshops between now and November 26, the night the 2014 budget will be formally considered by the Council, to introduce the high level issues with regard to the upcoming budget process. Per the attached outline, we are sticking pretty close to the overall ‘2014 Budget Process th Plan and Timeline’ that was presented to and accepted by the Council at the March 26, 2013 Council Meeting. Staff foresees the format of this workshop being mostly information sharing and the identification of the more substantial issues facing the City as it enters the 2014 budget process. As such, we are not asking the Council to review any documentation, etc. in advance of the meeting. We will be distributing the information/handouts for the workshop as we explain each item on the agenda. The only thing we are asking Council to do is to bring their calendars for July and August to the workshop so that we can select the date of our second workshop at the conclusion of the first one to keep the process going.
