CITY OF OSHKOSH LANDMARKS COMMISSION
MINUTES
JUNE 12, 2013

1. CALL TO ORDER
Ms. Redlin called the meeting to order at 3:30 pm and a quorum was declared present. It was determined
to move all items up on the agenda so the video can be watched at the end of the meeting.
2. APPROVAL OF MAY 08, 2013 MEETING MINUTES
Mr. Arnold motioned to approve the meeting minutes as presented. Motioned seconded by Mr.
Cummings. Minutes were approved unanimously.
3. FISHING SHANTY INVESTIGATION REPORT – WCHAS COMMENTS
Mr. Buck stated that the comment letter in the packet is from the Winnebago County Historical and
Archeological Society (WCHAS) that was sent to the City Manager separate from the report and
Landmarks Commission comments. He stated it was approved by the WCHAS Board.
4. UWO ANTENNA UPDATE - SHPO FINDINGS
A comment/reply letter from the Wisconsin Historical Society to the Landmarks Commission regarding a
Section 106 review for antenna collocation on 926 Woodland Ave (UWO Arts and Communication
Building) was presented. SHPO finding was that the proposed undertaking would not have an adverse
affect on a historic district. Ms. Brabender Mattox inquired if the letter we sent discussed placement of
the antenna and proximity to the two historic districts. Mr. Buck replied that it had but suspected that the
no adverse affect determination from SHPO was based on the fact it was a collocation rather than a new
installation so the affect is already there.
5. BUILDING PERMIT REVIEW & DISCUSSION
Mr. Buck presented the list of building permits that were issued in the month of May and described work
done. Ms. Brabender Mattox asked if anyone talked to the owners of the Main Street properties about tax
credits. Mr. Buck stated he did not however tax credit information is available at the Inspection Division
office and inspection staff mentions the program to projects that show up with a historic flag in the permit
software. Mr. Buck further mentioned that he believes the projects in this set of permits were insurance
funded and he is unsure how that plays into it. Ms. Brabender Mattox asked if staff contact info is
provided and Mr. Buck stated that his contact info is on the tax credit information sheet along with the
State contact information. Ms. Brabender Mattox suggested that the Commission search out the eligible
properties that are not in a district and would not be flagged in the permit software as they can still apply
for tax credits and if SHPO found they are eligible they could get the tax credits.
7. SUBCOMMITTEE REPORTS
a. North Main Street Bungalow District
– Mr. Buck stated that the North Main Street Bungalow
District was accepted on the State Register of Historic Places on May 24th. Ms. Brabender Mattox and
Mr. Arnold mentioned that they will be forwarding it to the National Park Service for consideration to be
placed on the National Register of Historic Places. Mr. Cummings asked if a copy of the State
Certification could be sent to the owners in the new district and Ms. Redlin suggested the tax credit and
plaque info be included. Mr. Buck stated he would look into making copies and getting approval to do

the mailing. Mr. Buck asked if they wanted to wait for the National Park Service and the Commission
stated no. Mr. Cummings also suggested that staff look for the other seven district certifications and
collectively hang them in City Hall. Mr. Buck said he would look for the other but that he had not seen
them in the past. The Commission suggested that if he could not find them that he talk with SHPO to see
if they might have copies.
b. Historic Signage/Plaque Program
– Mr. Cummings stated that the Oshkosh Area Community
Foundation has sponsored the historic marker topic “fishing” to be located on the south shore of the Fox
River in the William Steiger Park Zone. He also mentioned that he met with one of the retirees from the
former Wisconsin Axel (now AxelTech) about sponsoring or partially sponsoring another marker at the
Marion Road Zone which has the topic of “Employers/Industry/Business”. Mr. Buck updated the
Commission that the first of two railroad markers was drafted and will be sent out to review and that the
Commission will have to start the second railroad topic and then the fishing topic markers directly. It was
suggested that Josh Ranger with the University as well as other local historians should be contacted to see
if any would assist the Commission.
Mr. Buck stated that Todd Cummings, owner of Oblio’s Tavern at 434 North Main Street has submitted
an application for a plaque. Mr. Buck went over the application, the location of the buildings in the North
Main Street District and the history of the two structures that make up 434 North Main. Discussion took
place on the property’s merit for a plaque and the request that the plaque identify the property as “Schlitz
Beer Hall” as that was the original use as well as the fact that the longest owner of the property was
Schlitz (1884-1971). The Commission agreed to allow their name to be on the plaque and directed staff
to inform Todd Cummings it was approved and order it.
8. AGENDA ITEMS FOR NEXT MEETING/COMMISSIONER STATEMENTS
It was determined that beyond the minutes and permits review that the reports on the website, markers,
budget request and other projects will be on the agenda as well as the bylaws/membership and election of
officers.
6. VIDEO – “FOUNDATIONS TO REMEMBER”
The Commission watched the video “Foundation to Remember” produced by the Oshkosh Museum and
OCAT in 2003.
9. ADJOURNMENT
Motion to adjourn at 5:50 pm was made by Mr. Arnold and seconded Ms. Kipetz. Motion carried
unanimously.
