Rohloff, City Manager RE: Engineering Services Agreement for Preparing WDNR Air Emissions Permit CH2M HILL ($32,000) Historically, generators, boilers, and related utility equipment have been exempt from Wisconsin Department of Natural Resources (WDNR) air emission permitting requirements. The WDNR has not looked at air emission permitting requirements as part of their review and approval of utility projects. This includes the backup generators and boilers at the Water Filtration Plant (constructed in 1999) and the Wastewater Treatment Plant (WWTP) generator (constructed in 2003). In order to verify the status of air emission permit requirements at these facilities, CH21VIHill was hired to do an inventory and applicability review. This review found that the WWTP needs to apply for an air emission permit. CH2M HILL has provided an engineering proposal in the amount of $32,000 for the air emission permitting process at the WWTP. CH2M HILL's knowledge of the system developed during the review of the facilities for air emission permit requirements will assist them in providing effective and efficient use of resources in the completion of the permitting process. Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be approved by the City Manager without the use of formal, sealed quotes. I have reviewed this agreement and, in accordance with Section 12 -16 of the Code, I am hereby submitting this report regarding this engineering services agreement. These engineering services will be funded through the Wastewater Utility. Please advise me if you have any questions concerning this engineering services agreement.
