OfHKO1H ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: David Buck, Principal Planner DATE: June 20, 2013 SUBJECT: Professional Service Agreement to Update the City Zoning Ordinance / Vandewalle & Associates, Inc., Consultants BACKGROUND /ANALYSIS A Request for Proposals (RFP) was advertised with regional and national planning organizations and individually sent to over 20 consulting firms throughout Wisconsin and the Midwest for a comprehensive rewrite of the City of Oshkosh Zoning Ordinance to bring it up to date and consistent with the goals and objectives of the City's Comprehensive and Strategic Plans. RFP responders were asked to submit proposals & budgets. Six proposals were received and Vandewalle and Associates, Inc. proposal was chosen from two firms interviewed. The scope of the services include a review and evaluation of the current zoning ordinance with an analysis of its strengths and weaknesses; development of a public participation plan; proposal for process improvements necessary to ensure that the new /rewritten Ordinance promotes an efficient and effective development review process and minimizes non- conformity; development of preliminary and final drafts of a proposed zoning ordinance along with a summary/outline of the changes from the existing zoning ordinance; attendance and professional assistance to City staff at public hearings, Plan Commission and Common Council reviewladoption meetings; and training to city staff on administration of the new/ rewritten Ordinance. Vandewalle's proposal is for $110,000. FISCAL IMPACT $55,000 was budgeted in the 2013 Planning Division budget for this purpose. The remaining $55,000 will be budgeted in the 2014 Planning budget. Performance of the work program included in the contract is scheduled to start in July of 2013 with anticipated completion in September of 2014. RECOMMENDATION Council authorize entering into an agreement with Vandewalle & Associates, Inc. to update the Zoning Ordinance. Approved, City Manager
