HomeMy WebLinkAbout08. 13-308 JUNE 25, 2013 13-308 RESOLUTION (CARRIED__6-0____LOST______LAID OVER______WITHDRAWN______) PURPOSE: APPROVE DETERMINATION OF NECESSITY TO ACQUIRE PROPERTY AT 113 WEST 8TH AVENUE; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACQUIRE PROPERTY IN THE AMOUNT OF $31,750 INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: approved WHEREAS, the Redevelopment Authority and Common Council previously approved the South Shore Redevelopment Project Area; and WHEREAS, it is in the best interests of the citizens of the City of Oshkosh to acquire property to improve residential neighborhoods and eliminate blighting conditions within said Redevelopment Area; and WHEREAS, the property is currently vacant and the owner of 113 West 8th Avenue is willing to sell the property to the Redevelopment Authority; and WHEREAS, the Redevelopment Authority approved acquiring said property for $31,750 at its June 19, 2013 meeting. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the Common Council certifies it is necessary for the Redevelopment Authority to acquire the property at 113 West 8th Avenue pursuant to the provisions of Chapter 66 of the Wisconsin Statutes. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to purchase said property for $31,750 and execute all documents necessary to consummate this transaction. Money for this purpose is hereby appropriated from Acct. No. 534-1040-7208-00000 TIF #20 Fund – Land Purchase. 0 OfHKOf oN THE WAS TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: June 20, 2013 SUBJECT: Approve Determination of Necessity to Acquire Property; Authorize RDA to Acquire Property at 113 West 8th Avenue BACKGROUND/ANALYSIS The owner of the property at 113 West 8th Avenue approached the City regarding possible purchase of this property. The property was used as a single family rental and is currently vacant due to a fire earlier this year. The property is located within the South Shore Redevelopment Area in a block the RDA has already acquired several parcels. The lot would be held until additional lands are assembled for a future redevelopment site. The owner's offer appears to be a good offer for the City. FISCAL IMPACT The proposed purchase price is $31,750. The property is currently assessed at $63,500. Since the owner approached the City, there would be no relocation costs, nor requirement for appraisals. TIF #20 South Shore Redevelopment funds will be used for acquisition and demolition related costs. RECOMMENDATION The RDA approved of the acqusition. Council is being asked to authorize the RDA to acquire the property for $31,750.
