HomeMy WebLinkAbout07. 13-307 JUNE 25, 2013 13-307 RESOLUTION (CARRIED_6-0_____LOST______LAID OVER______WITHDRAWN______) PURPOSE: APPROVE SPOT BLIGHT DESIGNATION; AUTHORIZE REDEVELOPMENT AUTHORITY TO ACCEPT PROPERTY AT 1841 JEFFERSON STREET INITIATED BY: COMMUNITY DEVELOPMENT REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority of the City of Oshkosh was created to assist in the elimination and prevention of blight and blighting influences and to promote urban renewal; and WHERES, per Section 66.1333, Wisconsin Statutes, the Redevelopment Authority may spot blight and acquire blighted property without designating a boundary or adopting a redevelopment plan; and WHEREAS, Mary Ann Schneider has generously offered to donate to the Redevelopment Authority the property at 1841 Jefferson Street, and said property is not within a designated redevelopment area; and WHEREAS, the Redevelopment Authority conducted a public hearing and approved a determination that the property at 1841 Jefferson Street is blighted and in need of rehabilitation and blight elimination. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the property at 1841 Jefferson Street is hereby declared blighted pursuant to the provisions of Section 66.1333, Wisconsin Statutes. BE IT FURTHER RESOLVED by the Common Council that a comprehensive redevelopment plan is not necessary to determine the need for acquisition and redevelopment of said property. BE IT FURTHER RESOLVED that the City of Oshkosh expresses its utmost gratitude and appreciation to Mary Ann Schneider for her generous donation. BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials are authorized and directed to accept said conveyance of land and to execute all documents necessary to consummate said transaction. Y ON THE WATER TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: June 20, 2013 SUBJECT: Approve Spot Blight Designation; Authorize Redevelopment Authority to Accept Property 11841 Jefferson Street BACKGROUND/ANALYSIS The Redevelopment Authority (RDA) held a public hearing at its meeting on June 19th to hear comments on the proposed spot blight designation of the property at 1841 Jefferson Street. The property is not within a designated redevelopment area, and as such, must be spot blighted in order for the RDA to acquire, or accept, the property. The owner of the property approached the RDA/City regarding donating the property. The property was a single family owner occupied property that fell to foreclosure and bankruptcy. The property is currently vacant and uninhabitable. FISCAL IMPACT The property is currently assessed at $52,100. The structures will need to be razed and then it would be staff's intention to sell the lot for construction of a new single family home, which could have an assessed value of between $80,000 - $100,000. Community Development Block Grant funds will be used for acquisition and demolition related costs, RECOMMENDATIO The RDA approved of the spot blight and acceptance of the property. Council is being asked to concur that the property at 1841 Jefferson Street is blighted and authorize the RDA to accept the generous donation by the owner.
