OfHKOlH ON THE wuEn TO: Honorable Mayor and Members of the Common Council FROM: Darryn Burich 6 Director of Planning Services DATE: June 6, 2013 RE: Approve Street Dedication for Cul -de -Sac on W. 33 Avenue Adjacent to 3300 Medalist Drive /401 W. 33 Avenue (Plan Commission recommends approval) BACKGROUND The area in this request involves a 1,353 square foot semi - circle shaped area of land located on the south side of W. 33rd Avenue, adjacent to the subject property. This dedication is a follow -up to a certified survey map administratively approved in 2012 which recommended that land be dedicated for the eventual construction of a cul -de -sac bulb at the eastern end of W. 33 Avenue. The subject site is located within the City's Aviation Industrial Park, with surrounding uses being exclusively industrial with the exception of Wittman Regional Airport to the west. ANALYSIS Construction of a cul -de -sac will allow for better turnaround for larger vehicles includinR city fire and garbage trucks and snow plows. Staff has no concerns with cutting off W. 33 Avenue as there are no plans to extend W. 33 Avenue further to the east as it will serve no purpose due to the land already being developed and/or the proximity of Glatz Creek. The eventual construction of a cul -de -sac will require a similar right -of -way dedication from the north side of W. 33 Avenue however there are no plans at this time for the additional dedication as there is no timetable for construction of the cul -de -sac. The dedication ensures the city will have the ability to construct the bulb sometime in the future and it will not negatively impact the surrounding area. FISCAL IMPACT None anticipated. RECOMMENDATION The Plan Commission approved of this request at its June 4, 2013 meeting. Approved, City Manager ITEM: STREET DEDICATION LOCATED NEAR EASTERN TERMINUS OF W. 33RD AVENUE LOCATED ADJACENT TO 3300 MEDALIST DRIVE Plan Commission meeting of June 4, 2013 GENERAL INFORMATION Applicants: Mau & Associates /City Administration Owners: Smet Investments LLC Actions Requested: Mau & Associates and City Administration requests additional right -of -way dedication on the south side of W. 33` Avenue, adjacent to 3300 Medalist Drive (former GE Power Systems) for street/cul -de -sac construction purposes. Land Usi:: 10 Year Land Use Recommendation Industrial 20 Year Land Use Recommendation Industrial ANALYSIS: During review of the Certified Survey Map for 3300 Medalist Drive, staff felt this was an opportune time to dedicate right -of -way necessary for future construction of a cul -de -sac bulb. Construction of a cul -de -sac will allow for better turnaround for larger vehicles including city fire and garbage trucks and snow plows. Staff has no concerns with cutting off W. 33` Avenue as there are no plans to extend W. 33` Avenue further to the east as it will serve no purpose due to the land already being developed and/or the proximity of Glatz Creek. RECOMMENDATION /CONDITIONS Staff recommends approval of the right -of -way dedication on the south side of W. 33` Avenue as requested. The Plan Commission approved of the right -of -way dedication on the south side of W. 33 Avenue as requested. The following is the Plan Commission's discussion on this item. Mr. Nau presented the item and reviewed the site and surrounding area. He explained that the request was initiated by a certified survey map that was submitted for review and approval and explained the reasoning for the street dedication for the construction of the cul -de -sac. He further stated that the cul -de -sac was not scheduled to be constructed in the near future but the opportunity was present to address the area needed on the south side of the street for the eventual construction. Mr. Borsuk questioned if City staff had approached the property owner on the north side of W. 33` Avenue to obtain the remaining dedication area for the cul -de -sac. Mr. Nau responded that it had not been pursued at this time as there were no scheduled plans to construct the cul -de -sac bulb in the near future. Motion by Vajgrt to approve the street dedication for property located near the eastern terminus of W. 33r Avenue adjacent to 3300 Medalist Drive. Seconded by Nollenberger. Motion carried 9 -0.
