HomeMy WebLinkAbout09. 13-289JUNE 11, 2013 13 -289 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: APPROVAL OF AMENDMENT TO ENVIRONMENTAL AND ENGINEERING SERVICES AGREEMENT FOR ADDITIONAL SUBSURFACE INVESTIGATION, GROUNDWATER SAMPLING, AND LABORATORY ANALYTICAL TESTING SERVICES FOR THE PROPOSED PUBLIC WORKS FIELD OPERATIONS FACILITY (CENTRAL GARAGE) / AECOM ($5,000.00) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City and AECOM previously entered into a professional services agreement in which AECOM would provide the City with services related to the upgrade of the Central Garage; and WHEREAS, additional engineering services have been requested by the Wisconsin Department of Natural Resources including the construction of two monitoring wells, groundwater sampling of the new wells, and laboratory analytical testing of the groundwater samples. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed pursuant to Section 12- 16 of the Municipal Code to enter into an amended agreement with AECOM for the purposes specified above. BE IT FURTHER RESOLVED that an amendment to the agreement with AECOM is approved and said City officials are authorized and directed to take those steps necessary to implement the terms and conditions of the agreement as amended. BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated from: Acct. Patek, Director of Public Works �Dc-p DATE: June 6, 2013 RE: Amendment to Agreement for Environmental & Engineering Services Related to Upgrade of the Central Garage I AECOM ($5,000) BACKGROUND A professional services agreement with AECOM was reported to the Common Council on August 28, 2012. An amendment to this services agreement was authorized by the Common Council on December 11, 2012. After removal of contaminated soil from the former School District property, additional environmental review has been requested by the Wisconsin Department of Natural Resources. The following services are included in this amendment relative to the existing Central Garage property and building: construction of two monitoring wells; groundwater sampling of the new wells, as well as existing monitoring wells MW -1 and MW -2; and laboratory analytical testing of the groundwater samples. ANALYSIS AECOM was chosen due to their experience with the Central Garage property and past experience providing environmental and geotechnical engineering services on previous City of Oshkosh projects. FISCAL IMPACT Staff has reviewed the amendment and costs. The cost of these services is estimated to be $5,000 and funding is included in the Property Improvements Section of the Capital Improvement Program. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed this amendment and in accordance with Section 12 -16 of the Code, I am hereby recommending that the Common Council approve the award of this engineering services amendment.
