PURPOSE: APPROVE OSHKOSH FIRE DEPARTMENT CHIEF OFFICERS
CONTRACT FOR 2012 - 2014
INITIATED BY: ADMINISTRATIVE SERVICES DEPARTMENT
WHEREAS the City of Oshkosh and Oshkosh Fire Department Chief Officers
previously negotiated a Working Conditions Agreement for calendar years 2010 & 2011;
and
WHEREAS the parties reached a tentative agreement for certain changes to the
labor contract for years 2012, 2013 & 2014; and
WHEREAS Oshkosh Fire Department Chief Officers have ratified these changes
and it is appropriate for the Common Council to approve this agreement
NOW THEREFORE BE IT RESOLVED by the Common Council of the City of
Oshkosh that the attached changes to the current labor contract with Oshkosh Fire
Department Chief Officers are approved and the proper City officials are authorized and
directed to enter into an appropriate agreement for these purposes, the execution copy
being deemed approved by their respective signatures and said City officials are further
authorized and directed to take those steps necessary to implement the terms and
conditions of the labor contract.

Re: Oshkosh Fire Department Chief Officers Contract for 2012 -2014
We reached a tentative agreement on May 23, 2013 with the Oshkosh Fire Department Chief
Officers for the contract years of 2012, 2013 & 2014. I was informed on May 29, 2013 that this
agreement was ratified by the Oshkosh Fire Department Chief Officers.
I believe this agreement is good for both the Oshkosh Fire Department Chief Officers and the
City as it:
1) Provides for both full contribution by Oshkosh Fire Department Chief Officers toward the
employee share of the Wisconsin retirement system contribution as well as a 12%
premium contribution toward health insurance by 1/1/2013.
2) Provides a 2.5% across the board wage increase each year of the agreement.
3) In addition to the above wage increase, the contract includes an additional 3 across
the board wage increase on January 1, 2013 to correct compression issues between the
chief officers and their subordinates. The wage compression issue was previously
discussed with Council.
Included in this packet is the conceptual tentative agreement ratified by the Oshkosh Fire
Department Chief Officers and a costing analysis of the agreement. Please let me know if you
have any questions. Thank you for your support and assistance with this process.

Note: All provisions of the previous Contract shall continue except for the following
changes:
1. Exhibit A. Wages* (applied in the following sequence):
a. January 1, 2012 - 2.0% across - the -board increase.
b. November 1, 2012 -.5% across -the -board increase.
C. January 1, 2013 - 2.5% across - the -board increase.
d. January 1, 2013 — 3.0% across - the -board compression adjustment.
e. January 1, 2014 - 2.5% across - the -board increase.
* These increases will be implemented at the beginning of each respective pay period.

Article XII, Retirement Add:
Effective the first full pay period in November of 2012, an employee shall
contribute 3.0% of his/her gross wages toward the Wisconsin Retirement System
(WRS).
Effective the first full pay period in January of 2013, an employee shall contribute
his /her portion of the Wisconsin Retirement System (WRS) on the same basis as
general employees as determined by the Employee Trust Funds (ETF).
4. Duration January 1, 2012 to December 31, 2014.
REWRITTEN ARTICLE X, SECTION A FROM 2010 -11 CONTRACT
A. Medical Benefits Plans
The Employer shall provide health coverage.
Health Risk Assessment (HRA): Employee participation in the City's Health Risk
Assessment (HRA) program is voluntary. To receive the preferred premium contribution
rate, the employee must participate in the HRA. Participation by the employee's spouse
in the HRA is encouraged but not required. Participation in the follow -up coaching
program is recommended and is offered on a voluntary basis.
The City reserves the right to offer an HRA and select the HRA administrator in its sole
discretion. The City shall pay for the costs to provide the HRA. In the event the City
elects to discontinue the HRA program, employees shall contribute the preferred
employee health insurance rates.
The City shall not be entitled to nor shall it receive individual participant HRA reports or
information. The information received by the City concerning the HRA of participants
shall be limited to an aggregate summary report which does not include individually
identifiable information.
1. EMPLOYEE CONTRIBUTIONS WITH HEALTH RISK ASSESSMENT (HRA)._
Effective January 1, 2010, employees will contribute up to 7% up to a maximum
of $53 per month towards single; $96 per month towards dual and $133 per
month towards the family premium equivalents.
Effective January 1, 2011, employees will contribute up to 7% up to a maximum
of $57 per month towards single; $104 per month towards dual and $144 per
month towards the family premium equivalents.
2. EMPLOYEE CONTRIBUTIONS WITHOUT HEALTH RISK ASSESSMENT
(HRA).
Effective January 1, 2010, employees will contribute up to 10% up to a maximum
of $76 per month towards single; $137 per month towards dual and $190 per
month towards the family premium equivalents.
Effective January 1, 2011, employees will contribute up to 10% up to a maximum
of $82 per month towards single; $148 per month towards dual and $205 towards
the family premium equivalents.
