MAIN STREET

A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A -11
OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS
ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A -11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
A -11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS
MAIN STREET
Remove Therefrom No parking, east side, from Huron Avenue to 50 feet
south.
Remove Therefrom No parking, east side, from Huron Avenue to 128 feet
north of Murdock Avenue.
Remove Therefrom No parking, east side, from Harrison Street to 124 feet
north of Harrison Street.
Add Thereto No parking, east side, from Harrison Street to 128 feet
north of Murdock Avenue.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication, placement of the appropriate signage, and upon completion of the
street reconstruction project between New York Avenue and Murdock Avenue or July 1,
2015, whichever comes later.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #13 -299 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 27A -11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS) on June 11,

RE: Explanation of Parking Regulation Changes on Main Street
SECTION 1: SECTION 27A -11 DESIGNATED PARKING RESTRICTIONS
A REQUEST TO ELIMINATE PARKING ON THE EAST SIDE OF NORTH MAIN
STREET BETWEEN NEW YORK AVENUE AND MURDOCK AVENUE.
This is a Department of Public Works and Department of Transportation request.
The section of North Main Street between New York Avenue and Murdock Avenue is scheduled
for reconstruction in 2014. The project is to be paid for with a combination of Federal and local
funds. In order to use Federal funds, the project design must comply with Trans 75 from the
Wisconsin Administrative Code. According to the Wisconsin Department of Transportation
Facilities Development Manual (FDM), this "requires including bicycle accommodations and
pedestrian facilities on all new construction and reconstruction highway projects funded in whole
or in part from state of Federal funds, unless an exception applies." The exceptions include the
following:
• Bicycles or pedestrians are prohibited
• Excessively disproportionate costs
• Constrained environments
• Absence of need
• Refusal to maintain
The city's design consultant is investigating whether any of the approved exceptions applies in
this case. Assuming that no exception can be identified, it is necessary to design the
reconstructed street to provide adequate bicycle accommodations and pedestrian facilities.
The existing sidewalks satisfy the requirements for pedestrian facilities, but do not satisfy the
requirements for bicycle accommodations.
The requirements for bicycle accommodations can be satisfied through a "wide outside lane"; i.e.
a lane wide enough to allow motorists and bicyclists to operate side by side. If parking is
permitted on both sides of the street, the wide outside lane accommodation would increase the
street width from its present 40 feet to 46 feet. Another method of meeting the bicycle
accommodation is to have a marked bicycle lane. If parking is permitted on both sides of the
street, the street will have to be widened to at least 48 feet in order to accommodate one travel

lane and one bicycle lane in each direction. Both of these accommodations substantially widen
the street and reduce the terrace space, with its benefits for snow storage, storm water, and
aesthetics. It is worth noting that this street width would be comparable to Jackson Street, where
traffic volumes may be three times higher.
In order to keep the street within its existing 40 foot width and provide the required bicycle
accommodations, it will be necessary to prohibit parking from one side of the street. For a variety
of reasons, such as maximizing parking capacity, providing simpler travel paths and creating less
confusion for road users, it is best to prohibit parking from the same side of the street for the
length of project. Therefore, this agenda item is presented as a prohibition of parking from one
side of the street or the other for the entire length of the project.
Property owners who are adjacent to the project limits were invited to a recent public information
meeting about this upcoming construction project. The informational handout from that meeting
is included as an attachment. As you can see, adjacent property owners were informed of
different designs that are being considered for the road section.
The loss of on- street parking is seldom popular with adjacent property owners. In this present
case, there is relatively light demand for daytime parking and there are other parking options for
most properties in the area. Contact with the Police Department indicated that no overnight
parking permits have been taken out in this area for at least a couple of months.
The attached document lists the properties which have frontage on the affected section of North
Main Street. For each property, the following information, gathered primary from GIS records, is
provided:
• Current zoning (C -1 = Neighborhood Business, C -2 = General Commercial, C -3 W
Central Commercial, R -2 = Two Family Residence)
• The number of any driveways onto Main Street (if any)
• The number of any driveways onto intersecting streets (if any)
• Whether the property currently allows off - street parking
• Any parking restrictions that are currently in place adjacent to this property
The following observations may be made from this table.
• Few businesses will be affected by changes in parking here, as most of the affected
properties are residentially zoned, and some of the commercially zoned properties are
currently used as residential properties.
• There are few parking restrictions on the cross streets which intersect Main Street within
the project limits.
• Virtually all of the properties have at least some off - street parking. The two properties
that do not have off - street parking within their boundaries have frontage on the west side
of Main Street.
• The only current parking prohibitions on Main Street are all on the east side of the street.
