Rohloff, City Manager DATE: May 20, 2013 RE: Agreement for Space Needs Assessment Services for Oshkosh Seniors Center - Dimension IV BACKGROUND Working with Senior Services Division and Parks Department staff, the Purchasing Division solicited an RFP from architectural /engineering firms to conduct a space needs assessment of the Oshkosh Seniors Center North Building. The RFP sought to address the following elements: current program/facility overview, demographic /market analysis, public input/participation meetings, building layout options (minimum of three), cost and revenue analysis of proposed operational models and final recommendations. The 2012 CIP Property Improvements allocated $50,000 of the Senior Services Building Fund for this needs assessment. ANALYSIS Seven proposals were received from firms in early March. It was the consensus of the evaluation committee that the proposal from Dimension IV be awarded this project, based on their prior experience in designing older adult facilities and their strong references from past clients. It is hoped that the results of Dimension IV's assessment and final recommendations will provide the City with both facility and budgetary planning documents for the renovation of the Senior Center North building in the near future. FISCAL EWPACT The cost of Dimension IV's services is estimated not to exceed $26,400 and will be charged to the Senior Services Building Fund. The Friends of the Oshkosh Seniors Center has also committed funding in support of this effort. RECOMMENDATION Section 12 -16 of the Municipal Code provides that subject to approval of the City Manager, the City may enter into professional service agreements without following a competitive bidding or quotation process. In accordance with Section 12 -16 of the Municipal Code and because this cooperative purchase is in excess of $25,000, 1 am hereby submitting a report of this purchase to the Common Council.
