HomeMy WebLinkAbout31. 13-278MAY 28, 2013 13 -278 ORDINANCE FIRST READING (CARRIED LOST LAID OVER WITHDRAW PURPOSE: APPROVAL OF CHANGES IN PERMIT PARKING AND SHORT - TERM PARKING AREAS IN HIGH AVENUE PARKING LOT INITIATED BY: PARKING UTILITY COMMISSION A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTIONS 27 -48 AND 27A -11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PERMIT PARKING AREAS AND PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27 -48 of the Oshkosh Municipal Code pertaining to permit parking areas is hereby amended as follows: Remove Therefrom (D) High Avenue Lot. Add Thereto (D) High Avenue Lot. All east -west rows of stalls except those adjacent to High Avenue. SECTION 2. That Section 27A -11 of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: A -11 PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS HIGH AVENUE LOT Add Thereto 2 -hour parking, between the hours of 9:00 a.m. and 6:00 p.m. daily, except on Sundays and holidays, in the east -west row of stalls next to High Avenue, and in the nineteen (19) stalls adjacent to Pearl Avenue. SECTION 3. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. The ordinance converts some permit parking spaces in the High Avenue lot to free 2 -hour parking. The Grand Opera House staff offices are at 222 Pearl Avenue, which is next to the "dogleg" southwest section of the High Avenue parking lot. The High Avenue lot typically is relatively underutilizcd (24 percent weekday utilization in the spring 2012 parking survey), with the southwest portion of the lot being the most underutilized (3 percent utilization). The Grand originally requested that these spaces (numbers 83 through 101 be designated as free, unrestricted parking. However, in response to the discussion from the commission's April meeting, the Grand is requesting that these spaces be designated as free, 2 -hour parking. This type of parking would be consistent with other short -term free parking areas downtown. While the commission is discussing this change in this lot, the commission may want to consider a couple of other ideas. Designate _ spaces 1 -21 as additional 2 -hour parking Short -term parking is generally located closest to the busiest destinations, so it makes sense to have short -term parking along High Avenue, where it is close to the Grand Opera House and other nearby destinations.
