PURPOSE: SUPPORT THE GRANDFATHERING OF TRUCK WEIGHTS ON US
HIGHWAY 41 UPON CONVERSION TO INTERSTATE HIGHWAY
INITIATED BY: CITY ADMINISTRATION
WHEREAS, U. S. Highway 41 from Milwaukee to Green Bay will become an Interstate
Highway in 2014; and
WHEREAS, this segment of U.S. Highway 41 has become a crucial corridor for
economic activity in the State of Wisconsin and includes nearly one quarter of all Wisconsin
manufacturers and retail establishments; and
WHEREAS, these businesses and businesses throughout the State of Wisconsin use
this segment of U.S. Highway 41 to move their goods; and
WHEREAS, federal law limits truck weights to 80,000 pounds when travelling on
interstate highways; and
WHEREAS, Wisconsin state law currently permits truck weights of up to 100,000
pounds on Highway 41; and
WHEREAS, a recent study indicated that approximately 10% of trucks travelling on
State Highway 41 between Milwaukee and Green Bay would be considered to be oversize
and overweight under the Interstate regulations and that those trucks are carrying goods
through permits or as permitted by statute, including timber, milk, fruits and vegetables,
potatoes, grain, livestock, coal, ore, scrap metals, and garbage and refuse; and
WHEREAS, unless Congress permits Highway 41 to be grandfathered when the
highway becomes a part of the Interstate System in 2014, those trucks weighing up to
100,000 pounds which are currently using Highway 41 will be forced to travel other less
efficient and less safe routes including local and rural routes that are not designed or suited
for vehicles of the size and weight of these trucks.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the City of Oshkosh supports the grandfathering of current truck weight limits on
Highway 41 upon the conversion to an Interstate Highway.
BE IT FURTHER RESOLVED, that the City Clerk is hereby directed to send a copy of
this Resolution to each member of the Wisconsin Congressional Delegation.
