($150,140.00) INITIATED BY: PURCHASING WHEREAS, the City of Oshkosh has heretofore advertised for bids for a tandem axle truck chassis with dump body and hydraulics for the Water Distribution Division; and WHEREAS, upon the opening and tabulation of bids, it appears that the following are the most advantageous bids: Tandem Axle Truck Chassis: WISCONSIN KENWORTH 580 Potts Avenue Green Bay, WI 54304 Total Bid with Trade: $100,600.00 Dump Body with Hydraulics: MONROE TRUCK EQUIPMENT, INC. 1151 W. Main Avenue De Pere, WI 54115 Total Bid: $49,540.00 NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the said bid is hereby accepted and the proper City officials are hereby authorized and directed to enter into an appropriate agreement for the purpose of same, all according to plans, specifications, and bid on file. Box 1130 Oshkosh, Wisconsin 54903-1130 City of Oshkosh — QIHKQIH TO: Honorable Mayor and Members of the Common Council FROM: Jon Urben, General Services Manager DATE: May 16, 2013 RE: Bid Award- Tandem Axle Truck Chassis with Dump Body and Hydraulics for Water Distribution Center BACKGROUND The Common Council allocated $150,000 in the 2013 Major Equipment CIP for a tandem axle truck chassis with dump body and hydraulics for the Water Distribution Center. This unit will replace a 2001 Freightliner with 68,000 miles. The 2001 unit requires several repairs that would exceed the value of the unit. While the compressed natural gas (CNG) fuel option is not feasible for this unit's operational requirements, the new unit will come with a more fuel efficient engine, a stainless steel box body that will extend its service life by five additional years and a 7 year /175,000 mile /7,000 hour warranty to cover maintenance costs. ANALYSIS Working in conjunction with the Street Division, Purchasing reviewed and prepared proposals seeking vendors for this unit. Bids were advertised in the local paper and posted online on NovusVendor. Bids were received on April 10, 2013. The bid tab is attached. The Street Division and Purchasing reviewed the sole bid received for the chassis with trade from Wisconsin Kenworth and the sole bid received for the dump body and hydraulics from Monroe Truck Equipment Inc. and concluded both met the minimum bid specifications. FISCAL IMPACT With trade the combined total fiscal impact of the chassis and dump body and hydraulics will be $150,140. This item was budgeted in the 2013 Major Equipment CIP at $150,000. Funding for this item including the $140 overage would be charged to AIN #: 541 -1810- 1788 - 00000. RECOMMENDATION Purchasing recommends the Common Council award the chassis bid to Wisconsin Kenworth for $100,600 and award the dump body and hydraulics bid to Monroe Truck Equipment Inc. for $49,540.
