PURPOSE: AWARD BID FOR HALF TON UTILITY LOCATIOR VAN FOR PUBLIC
WORKS DEPARTMENT TO L & S TRUCK CENTER ($33,349.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for a utility locator
van for the Public Works Department; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Total Bid with Trade: $33,349.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Bid Award -'/2 Ton Utility Locator Van for Public Works Department
BACKGROUND
The Common Council allocated $33,000 in the 2013 Major Equipment CIP for a' /z ton
utility locator van for the Public Works Department. This vehicle will replace a 1998
GMC Safari van with 180,000 miles. The repairs required of the current van will exceed
the value of the vehicle. A compressed natural gas (CNG) fuel option is available on the
new van.
ANALYSIS
Working in conjunction with the Street Division, Purchasing reviewed and prepared
proposals seeking vendors for this unit. Bids were advertised in the local paper and
posted online on NovusVendor. Bids were received on April 11, 2013. The bid tab is
attached. Staff's analysis of the gasoline vs. CNG engine bids concluded the estimated
50% lower annual fuel costs for CNG provided a favorable lifecycle payback to justify
the higher initial investment for the CNG engine. Further review concluded the sole
CNG bid from L &S Truck Center met all other minimum bid specifications.
FISCAL IMPACT
With trade this unit will have a fiscal impact of $33,349. This item was budgeted in the
2013 Major Equipment CIP at $33,000. Funding for this item, including the overage will
be split equally among the following Stormwater, Water and Sewer accounts: 561-2010-
1788-00000, 541 -1810- 1788 -00000 and 551 -1910 -1788- 00000.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to L &S Truck Center for
$33,349.
