PURPOSE: APPROVAL OF AMENDMENT FOR ENGINEERING SERVICES
AGREEMENT FOR VARIOUS 2013 CIP PROJECTS / AECOM
($35,000.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, AECOM is a consulting firm that provides professional services with
expertise in a number of areas including environmental engineering; and
WHEREAS, the City and AECOM previously entered into a professional services
agreement in which AECOM would provide the City with design services for various 2013
CIP projects; and
WHEREAS, it is necessary to complete additional services for unanticipated
projects and it is efficient and beneficial to achieve this requirement by amending and the
existing agreement with AECOM.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-
16 of the Municipal Code to enter into an amended agreement with AECOM.
BE IT FURTHER RESOLVED by the Common Council of the City of Oshkosh that
the proper City officials are hereby authorized to take those steps necessary to implement
an amendment to the existing agreement with AECOM for design services for the City Hall
Area Storm Water Detention Basin.
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from:

RE: Approval of Amendment for Environmental Engineering Services for Various 2013 CIP
Projects 1 AECOM ($35,000)
BACKGROUND
In December 2012, the Department of Public Works entered into an agreement with AECOM for
environmental support for various 2013 paving and utility projects. The services provided under this
proposal include, but are not limited to, environmental historical records review, Phase 1 and 11
Environmental Site Assessments, site investigations /characterizations and cleanups, development of
work plans and contaminated material management plans, documentation of contaminated soil removal
during construction activities, and offsite treatment and disposal applications and approvals. Over the
course of this year, additional services for unanticipated projects have been requested of AECOM under
this agreement, which will result in additional costs.
ANALYSIS
AECOM was chosen because of their knowledge of the City and vast experience with this type of work
from our previous programs. Additionai work was required for the following locations: Jackson Street
storm sewer, 19' Avenue at former railroad corridor, 24 Avenue storm sewer discharge, Harrison Street
flood channel, and building demolition for the Armory Area Detention Basin.
FISCAL IMPACT
The cost of the original agreement was $74,000. The cost of these additional services is estimated not to
exceed $35,000, and will be charged to the Storm Water, Water, or Sanitary Sewer Utilities or the Street
Paving CIP, depending on the services provided. Funding is available in all four accounts.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a
specialized nature, including engineering services, may be procured without the use of formal sealed
quotes. I have reviewed this amendment and in accordance with Section 12 -16 of the Code, 1 am hereby
recommending that the Common Council approve this engineering services amendment.
