PURPOSE: APPROVAL OF PROFESSIONAL SERVICES AGREEMENT FOR
PERMITTING, CONSTRUCTION DOCUMENTS, BIDDING AND
CONSTRUCTION MANAGEMENT FOR PROPOSED PARKING LOT
IMPROVEMENTS AT RIVERSIDE PARK/ AECOM ($163,415.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with AECOM Technical
Services for permitting, construction documents, bidding and construction management
services related to proposed parking lot improvements at Riverside Park in the amount of
one hundred sixty -three thousand four hundred fifteen dollars ($163,415.00)

PERMITTING, CONSTRUCTION DOCUMENTS, BIDDING AND
CONSTRUCTION MANAGEMENT FOR PROPOSED PARKING LOT
IMPROVEMENTS AT RIVERSIDE PARK / AECOM ($163,415)
Background
The Riverside Park parking lot, located on the east side of the Oshkosh Convention Center,
provides public parking for the convention center, the Leach Amphitheater and Riverside Park.
In 2010, a consultant retained by the City assigned the lot a PASER rating of 3 for its pavement
condition, noting the exposed pilings in the southern portion of the lot, pavement cracking, and
drainage problems. Based on this assessment, the consultant recommended that the Riverside Lot
be reconstructed.
In 2012, the City entered into an engineering services agreement with AECOM to develop
several candidate parking lot layouts for the lot, with the goal of developing a layout that would
address current deficiencies in the lot. Through AECOM's work, the cost of ultimate
reconstruction was estimated at approximately $2.5 million. Consequently, AECOM developed a
phased construction approach that would allow the northern part of the lot to be reconstructed
separately from the southern part of the lot. In addition to improving the financial feasibility of
reconstructing the lot, this approach would minimize the amount of disruption to public parking
during the construction process.
Since the time these cost estimates were submitted to the City, staff have worked to refine the
lot's design to address the lot's footprint, location and design of dumpster enclosures and truck
circulation patterns. Staff requested a proposal from AECOM to make these minor design
adjustments, to advance the design concepts toward bidding, to support the bidding process, and
then to provide construction management services. Staff did not request proposals from other
consultants as AECOM's previous work along the riverfront has given them a unique
understanding of the design challenges that must be addressed to build a parking facility that will
last for 50 or more years.

Analysis
The proposal accurately reflects the City's goals with reconstructing this lot. Under AECOM's
proposed project schedule, construction bids will be opened in July, which will allow staff to
determine to what extent the lot can be reconstructed in this year. Assuming the bids for the first
phase of construction (the northern part of the lot) are favorable, construction will occur in the
late summer to early fall. An alternate bid item will cover the second phase of construction,
which will allow work to start on the southern portion of the lot as funding is available.
Fiscal Impact
The proposed fee is $163,415. This project would be paid for out of the Parking Lots
Improvement line item in the Capital Improvement Program (CIP), funded at $350,000 per year
in each of the 2012 and 2013 CIPs. Expenditures to date from the 2012 CIP allotment have
included approximately $66,000 in AECOM's earlier design work along with streetlighting
purchases for the City Hall parking lot. Assuming the City pays the full fee, approximately
$471,000 will be available for construction of parking lot improvements. Depending on how bids
turn out, this may be sufficient for completion of the first phase of construction in 2013.
The proposed fee could be lowered slightly by limiting AECOM's scope to only the first phase of
the lot. However, staff believes having an integrated design from the beginning will help to lower
the overall long -term costs of construction.
Recommendation
I recommend the Common Council approve this contract with AECOM for permitting,
construction documents, bidding and construction management services for proposed parking lot
improvements at Riverside Park.
