HomeMy WebLinkAboutMinutes CITY OF OSHKOSH LANDMARKS COMMISSION MINUTES MARCH 21, 2013 PRESENT: Dennis Arnold, Shirley Brabender Mattox, Steve Cummings, Karen Heikel and Sharon Kipetz EXCUSED: Vicky Redlin, Arlene Schmuhl, and Connor McGee STAFF: David Buck CALL TO ORDER Mr. Arnold called the meeting to order at 3:10 pm and a quorum was declared present. Commission members and staff introduced themselves and Ken Kraase and Peter LeCompte with CR Meyer and Deborah Lee with the Christine Ann Center introduced themselves as well. ALTERATIONS TO 206 ALGOMA BOULEVARD (CHRISTINE ANN CENTER) Mr. Buck introduced the item and gave a brief history of the property at 206 Algoma including the 1991 City purchase and transfer to Christine Ann with historic preservation covenants that ran with ownership to the property. He explained an addition was done in 1995 and a review was done by the Landmarks Commission at that time. They are here today to receive approval of proposed remodeling that they wanted to do this April. Mr. Buck went over the layout of the original building and the 1995 addition and explained that the proposal was to alter the porch on the addition enclosing it and adding an elevator shaft addition. Mr. Kraase said they would be removing the existing porch to have the addition, they will be replacing the existing windows on the original house, extend façade to add an interior walkway, and pull the existing front door about six feet to create an interior airlock vestibule with new door and security; repaint and reroof the entire facility. Ms. Lee explained that the improvements are being done to improve security and confidentiality because the current layout mixes shelter residents and guests/general public at the entrance. She explained that the shelter residents need security and comfort and the changes will provide this separation. Additionally she added that there is significant air loss at the current windows and doors so upgrades are being proposed to those as well. Mr. Kraase added that the other element associated with the new elevator is ADA accessibility to the stnd basement, 1 and 2 floors of the addition. Ms. Kipetz asked if the new entrance is the main entrance and also asked what the function of the other Algoma Boulevard entrance was. Ms. Lee stated the residents use the back door and the addition’s entrance is the primary visitor entrance with the other Algoma entrance being an emergency exit. Mr. Arnold asked the purpose of the western side door and was informed that that was for deliveries of donations and staff primarily. Discussion took place about the reasoning behind the building footprint increase and it was explained that the new interior corridor and elevator installation require the footprint increase. Mr. Arnold brought up the topic of new doors and windows in relation to the muntins and the petitioner indicated that they would be new windows with plastic muntins applied on aluminum. The Commission recommended that the existing windows and glass be offered for salvage as they are often collectable for rehabilitation of properties. Ms. Brabender Mattox also asked that the petitioners attempt to use longer or singular pieces of wood for the addition rather than pieced together smaller sections. 1 of 2 Mr. Arnold mentioned that the doors on the new porch may be a distraction to the historic “feel” of the overall property and suggested they be recessed or that the porch be extended to reduce the visibility of the doors by giving the illusion of a “proper” porch versus the enclosed entryway. This is an effort to minimize the impact of the non-historic doors as a dominant façade feature. He added that it would also add covered protection from the elements for people waiting to be let into or leaving the building. Ms. Heikel stated that she felt that the porch would be less appealing if it were extended. Mr. LeCompte explained what they were trying to achieve with the design of the porch. Ms. Brabender Mattox asked if an architectural feature such as leaded glass windows could be added at the top of the new porch doors to better match the existing structure and Mr. LeCompte said they could use similar materials but not exactly match. Ms. Kipetz liked the idea of looking into enhancing the entrance with glass but was not concerned with the issue of recessing the doorway. Ms. Lee brought up the concept of removing the wood siding and siding the building with vinyl siding to reduce maintenance, though it was not being proposed at this time. The Commission stated that was not generally appropriate exterior material on historic structures or even an addition but sometimes concrete/”hardie board” siding could better match existing wood. Mr. Arnold motioned to approve the petition as proposed/drawn which was seconded by Ms. Heikel. Discussion on potential conditions took place and Ms. Kipetz suggested amending the motion to include having them investigate placing a window enhancement above the proposed doorway. Mr. Arnold and Ms. Heikel accepted the change to their original motion. Motion passed 5-0. ADJOURNMENT Motion to adjourn at 5:50 pm was made by Ms. Kipetz and seconded Ms. Brabender Mattox.
