HomeMy WebLinkAbout41A. 13-221 APRIL 23, 2013 13-221 RESOLUTION (CARRIED __7-0__ LOST _______ LAID OVER _______ WITHDRAWN_____) PURPOSE: APPROVE VARIANCE TO CLOSE A PORTION OF JACKSON STREET FROM ALGOMA BOULEVARD TO CHURCH AVENUE FOR EXCAVATION WORK / APRIL 29, 2013 – MAY 3, 2013 INITATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, section 25-23 of the City of Oshkosh Municipal Code requires that a passageway of at least ten (10) feet be maintained during excavation on certain rights- of-way within the City of Oshkosh including State and County Roads; and WHEREAS, Jackson Street is State Highway 45; and WHEREAS, the Department of Public Works is requesting a variance to allow Jackson Street to be closed temporarily for up to five (5) days for excavation activities; and WHEREAS, a variance to this provision of the municipal code will allow the work to be completed sooner than other options and will be more cost effective; and WHEREAS, the variance requested will be kept to the minimum time necessary to complete the work and any adverse impacts upon adjacent properties will be minimized. NOW, THEREFORE, BE IT RESOLVED by the Common Council for the City of Oshkosh hereby grants a variance to allow Advance Construction to close a portion of Jackson Street from Algoma Boulevard to Church Avenue beginning on April 29, 2013 through May 3, 2013. 4'D OJHKOJH ON THE WATER MEMORANDUM TO: Honorable Mayor and Members of the Common Council FROM: Steven M. Gohde, Assistant Director of Public Works 5s:, DATE: April 22, 2013 RE: Grant Variances to the Municipal Code, Street to Remain Open to Traffic(Section 25-23) for Work on Jackson Street, State Highway 45. BACKGROUND The underground detention basin currently being constructed in the City Hall Parking Lot requires a storm sewer outlet pipe to be constructed along Jackson Street from just north of Algoma Boulevard to Pearl Avenue. During the construction it has become apparent the crossing of Jackson Street north of Algoma Boulevard will not be possible via open trench installation without closing Jackson Street to traffic. The existing AT&T lines are encased in duct banks and spaced so the contractor cannot safely perform the excavation between the existing lines, install the storm sewer pipe and maintain traffic. A proposal was requested from the contractor to install the pipe via trenchless means, allowing traffic to continue to use Jackson Street. The bid price to install the pipe by open trench method was approximately $7,400. The proposed cost for trenchless excavation was approximately $47,900. ANALYSIS Closure of Jackson Street requires a variance td the Street to Remain Open to Traffic Ordinance, Section 25- 23. The contractor anticipates being able to complete the work in three days. The Department of Public Works is requesting the variance for up to five days to allow for additional time should the existing utilities be in poor condition when exposed. The proposed detour route is on designated truck routes through the City. The detour route is Irving Avenue to Main Street, which becomes State Highway 45. FISCAL IMPACT This change results in no change to the contract as bid. RECOMMENDATIONS I recommend allowing the closure of Jackson Street between Church Avenue and Algoma Boulevard for up to five days.
