HomeMy WebLinkAbout19. 13-198 APRIL 23, 2013 13-198 RESOLUTION (CARRIED___7-0___LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVAL OF LAND PURCHASE FROM RICHARD & BEVERLY rd MALNORY AT 670 W. 3 AVENUE IN THE AMOUNT OF $55,200.00 FOR THE UPGRADE TO THE PUBLIC WORKS FIELD OPERATIONS FACILITY INITIATED BY: PUBLIC WORKS DEPARTMENT WHEREAS, on July 10, 2012, by Resolution No. 12-351, the Common Council previously approved a Relocation Order pursuant to Sections 62.22, 32.05 and 32.06 of the Wisconsin Statutes declaring that it was in the public interest for the City of Oshkosh rd to acquire land at 670 W. 3Avenue for the upgrade to the Public Works Field Operations Facility; and WHEREAS, the parties have reached agreement upon the purchase price for these property interests. NOW, THEREFORE BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed to purchase 670 West Third Avenue as outlined below and to execute all documents necessary for purpose of same. Patek, Director of Public Works DATE: April 18, 2013 RE: Approve Land Purchase at 670 West 3 rd Avenue for the Upgrade to the Public Works Field Operations Facility ($55,200) BACKGROUND The Common Council approved the concept to upgrade the Central Garage facility in April of 2012. To stay at the existing site, adjoining private property needs to be acquired to allow for additional space requirements. A Relocation Order /Determination of Necessity to Acquire Properties for the upgrade was then approved in July of 2012 per Resolution No. 12 -351. ANALYSIS Our right -of -way consultant has had discussions with the property owner. The property owner has agreed to sell their property for $55,200. The following information pertains to this property acquisition: City Appraisal Value Agreed-Upon Price Fee Acquisition $46,200 $55,200 FISCAL IMPACT Funding for these acquisitions is included in the "Property Improvements" Section of the Capital Improvement Program. RECOMMENDATION I recommend approval of the land purchase. Approved, Mark A.
