PURPOSE: APPROVE & SUBMIT STORM WATER PROGRAM ANNUAL
REPORT
INITIATED BY: PUBLIC WORKS DEPARTMENT
BE IT RESOLVED by the Common Council of the City of Oshkosh that the Storm
Water Program Annual Report, having been reviewed, is approved, and the proper City
officials are authorized and directed to submit the Report to the Department of Natural
Resources.

RE: Wisconsin Department of Natural Resources Municipal Separate Storm Sewer System
Annual Report
BACKGROUND
The City of Oshkosh received coverage under the Wisconsin Department of Natural Resources (WDNR)
Municipal Separate Storm Sewer System (MS4) General Permit on January 2, 2007. This permit requires
the City to comply with the following six minimum control measures (as mandated by the Federal Clean
Water Act and the Environmental Protection Agency): ,
1. Public Information and Education Plan
2. Public Involvement and Participation Program
3. Illicit Discharge Detection and Elimination Program (including new or revised ordinances)
4. Construction Site Pollutant Control Program (including new or revised ordinances)
5. Post - Construction Storm Water Management Program (including new or revised ordinances)
6. Pollution Prevention Program (Prevent pollution from the daily operations of the City)
The Storm Water Utility Committee reviewed the Annual Report and recommended approval as
discussed during their March 14, 2013 meeting.
ANALYSIS
The annual report contains information on the activities performed by the City of Oshkosh in compliance
with the MS4 Permit requirements. This report includes summary outputs from the City's MS4 Permit
Tracking Software (ASIST) and a completed WDNR form. The final year end financial data is still being
compiled by the f=inance Department, and the final 2012 expenditures may be slightly different that those
shown in the table. City staff has more details available for the WDNR, should they be requested.
FISCAL IMPACT
There is no anticipated fiscal impact from the approval of this resolution.
RECOMMENDATION
Staff recommends approval of the resolution.
